Performs moderately skilled technical work within a variety of field engineering assignments that requires extensive technical knowledge of and the ability to investigate issues with the water distribution systems and sewer collection systems. Exercises oversight and leadership over a team of 2 to 5 engineering technicians. Participation in the On-call schedule rotation is mandatory. Work is performed under the supervision of a Utilities Supervisor and a Civil Engineering Supervisor.

Examples of Duties- Assists supervision in implementing industry standard compliant solutions.
- Coordinates technical work and serves as a liaison for water/sewer construction projects between City departments, other state and local agencies, contractors, and the general public.
- Researches, verifies, and prepares documentation for improvement projects and repair operations.
- Locates underground utilities using industry standard techniques and equipment.
- Diagnoses and troubleshoots water and sewer related problems.
- Performs inspections and maintenance procedures on a variety of water and sewer equipment.
- Maintains and operates underground CCTV equipment.
- Delegates and manages assignments given to Engineering Technicians.
- Utilizes GIS information and engineering drawings to investigate and troubleshoot issues.
- Utilizes multiple computer programs and applications to ensure thorough investigations and relays accurate information to other City departments and employees.
- Inspects water transmission and sewer collector lines.
- Inspects construction projects and job sites as a construction inspector and serves as an advisor to contractors working near or directly on the City's water and sewer system.
- Assists with administration of other water and sewer related programs as required.
- Assists supervision with annual performance evaluations for Engineering Technicians as required.
- Assists with training of new Engineering Technicians.
- All other tasks as required by management.
Education and Experience: High School Diploma or GED and extensive experience in the maintenance standards for water distribution or sewer collection systems; or equivalent combination of education and experience. Some experience with CCTV equipment and interpreting video is preferred. Water distribution and/or wastewater collection certification is preferred.
Knowledge, Skills and Abilities: Thorough knowledge of the terminology, methods, practices and techniques of engineering, utilities design and minimum technical standards; attention to detail is required; ability to interpret and apply field notes; ability to research and document past, current, and future construction projects relating to the water system and sewer systems; ability to work unplanned and sudden overtime for emergency situations; ability to understand, follow, and convey moderate instructions and recommendations; ability to establish and maintain effective relationships with public and private officials, other employees, and the general public; ability to work well in both a group/team environment and individually.
Physical Requirements: This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, tasting or smelling and pushing or pulling, frequently requires standing, walking, sitting and reaching with hands and arms and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms-length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions, working near moving mechanical parts, exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
Supplemental Information- Possession of a valid US driver's license.
- Mandatory on-call rotation is required.
