Position Overview

Strategic Technology Institute and Surface Combat Systems Training Command (SCSTC) are seeking a skilled Systems Administrator to support enterprise IT operations across the SCSTC domain. This role provides technical expertise in network infrastructure, cybersecurity, system administration, and cloud technologies to ensure secure, reliable, and high-performing information systems supporting mission-critical Navy training operations.

The position supports SCSTC Command and Staff in Dahlgren, VA, as well as distributed units, sites, and detachments worldwide.

Key Responsibilities

  • Provide Network Information Management support across the SCSTC enterprise environment
  • Administer and maintain LAN/WAN infrastructure, ensuring availability, performance, and security
  • Monitor and manage network traffic, bandwidth utilization, and performance tuning activities
  • Support remote access solutions, including VPN technologies and secure connectivity
  • Implement and maintain cybersecurity controls in accordance with DoD and Navy policies
  • Assist with system hardening, vulnerability mitigation, and application of security best practices
  • Perform system administration for server and client operating systems
  • Utilize system and network diagnostic tools to identify and resolve faults
  • Support Assessment & Authorization (A&A) activities and compliance efforts as required
  • Contribute to technical documentation, system inventories, and standard operating procedures
  • Support enterprise cloud computing initiatives, including workload migration and security architecture
  • Provide technical support across SCSTC sites in alignment with Quality Assurance Surveillance Plan (QASP) standards

Required Qualifications

  • Minimum four (4) years of system management experience
  • Strong knowledge of computer networking concepts, protocols, and security methodologies
  • Hands-on experience with LAN/WAN architectures and network pathways
  • Proficiency with TCP/IP, OSI model concepts, and common network protocols (DHCP, DNS, directory services)
  • Experience using standard network troubleshooting tools (e.g., ping, traceroute, nslookup)
  • Knowledge of virtualization technologies and virtual machine management
  • Experience administering server and client operating systems
  • Familiarity with enterprise IT architectures and systems administration best practices
  • Understanding of file system implementations (e.g., NTFS, FAT, EXT)

Cybersecurity & Compliance Knowledge

  • Understanding of IT security principles (firewalls, encryption, DMZs)
  • Knowledge of network security architecture and defense-in-depth strategies
  • Familiarity with cybersecurity threats, vulnerabilities, and mitigation techniques
  • Awareness of data protection standards (PII, PCI, PHI)
  • Experience with system, network, and OS hardening techniques
  • Familiarity with software-based protection tools (antivirus, antispyware, host-based firewalls)

Cloud Computing Experience

  • Knowledge of cloud service models (SaaS, IaaS, PaaS)
  • Familiarity with cloud deployment models (public, private, hybrid)
  • Understanding of cloud security strategies and architectures
  • Experience supporting or migrating workloads between cloud environments

Preferred Qualifications

  • Prior experience supporting U.S. Navy or DoD IT environments
  • Experience supporting geographically dispersed enterprise networks
  • Familiarity with SCSTC, training commands, or operational Navy environments
  • Relevant technical certifications (e.g., Security+, Network+, Microsoft, Linux, or cloud certifications)

Additional Information

  • Position performance is evaluated in accordance with Section E (Inspection and Acceptance) and the Quality Assurance Surveillance Plan (QASP)
  • Occasional support to SCSTC sites outside the primary location may be required
