Continuous Improvement Business Analyst (10-Month Contract)

Location: Hybrid – Annapolis & Baltimore, MD (1–2 days onsite/week)
Schedule: Full-Time, 40 hours/week
Contract Term: 10 months

Position Overview

We are seeking a highly skilled Business Analyst to support continuous improvement initiatives within two state-level operational divisions. The analyst will lead process reviews, develop documentation, strengthen internal controls, and support enhancements to critical business workflows and tools. This role requires strong analytical capability, excellent communication, and hands-on experience improving operations in complex, high-volume environments.

Key Responsibilities

  • Identify, prioritize, and execute continuous improvement projects across multiple operational units.
  • Conduct process analysis, internal control assessments, and workflow reviews.
  • Develop high-quality Standard Operating Procedures (SOPs), process maps, training guides, and supporting documentation.
  • Collaborate with division leadership and staff to gather requirements, validate processes, and identify improvement opportunities.
  • Recommend solutions to improve efficiency, accuracy, compliance, and employee experience.
  • Support enhancements to business tools and applications (Excel, SharePoint, Power BI, ServiceNow, or similar).
  • Participate in testing and user acceptance activities for revised processes and workflows.
  • Prepare project proposals, measurable objectives, and end-of-project closeout reports.
  • Handle confidential and sensitive information in compliance with state standards.

Minimum Qualifications

  • Bachelor's degree in Business Administration, Public Administration, Information Systems, or a related field.
  • 3+ years of experience in:
  • Business process analysis,
  • SOP development and documentation, or
  • Business process reengineering / continuous improvement.
  • Current professional certification such as CBAP, PMI-PBA, CAPM, or an equivalent business analysis credential.
  • Demonstrated ability to document processes clearly, analyze operational inefficiencies, and recommend practical improvements.
  • Experience delivering improvement projects in government, regulatory, or similarly structured organizations.
  • Strong proficiency with analytical and collaboration tools (Excel, SharePoint, Power BI, ServiceNow, etc.).
  • Ability to work onsite in Annapolis or Baltimore 1–2 days per week.
  • Ability to pass a background check and complete required confidentiality agreements and security training.

Preferred Qualifications

  • Experience working in revenue, tax administration, unclaimed property, law enforcement, permitting, or other high-compliance environments.
  • Experience with workflow automation, internal controls, business data quality, or operational auditing.
  • Experience developing metrics, KPIs, and performance dashboards.

Job Types: Full-time, Contract

Pay: $ $32.99 per hour
