Region Traffic Operations Engineer

Job Description
The Utah Department of Transportation is looking for an experienced engineer to serve as their
Region Traffic Operations Engineer (Engineering Manager II)
in Region Two.

This is a manager position which oversees five functional groups. Provides technical and supervisory responsibility for the Traffic Engineers, Permits Office, Signal Maintenance Crew, Blue Stakes Program, Risk Management and coordination with the Incident Management Program.

The Region Traffic Operations Engineer's main purpose is to review, analyze, and use engineering judgment to determine the needs for installation, removal, or modification of all traffic control devices in the Region. This person will play an integral role in UDOT's mission to Keep Utah Moving, by coordinating and leading the Region's safety, active transportation, traffic planning and traffic modeling efforts.

Principal Duties
The Region Traffic Operations Engineer Will

• Request and coordinate the analysis of intersections to determine the new traffic signal warrant ability, speed limit reviews and other study needs through the Division of Traffic and Safety.
• Provide technical guidance to construction engineers involved in traffic signal installation, and coordinate activities with other governmental agencies, and consultants.
• Address concerns and requests, and correspondence from local governments and the public, regarding traffic issues.
• Address public and local government meetings as an authority on traffic laws, policies, and issues.
• Apply the knowledge and techniques of engineering in planning, developing, designing, review, and construction of state transportation projects.
• Have the knowledge, skills, and the expertise necessary to make decisions to resolve difficult and complex traffic issues.
• Supervise subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
• Completing other duties as assigned.

Minimum Qualifications
The Qualified Candidate For This Position Will

• Be registered as a Professional Engineer (PE) in Utah in accordance with the provisions of Utah Code Annotated 58-22.
• Have 4 years of engineering experience following licensure as a PE.
• Understand the statewide Highway Safety Improvement Program (HSIP) process and obtaining HSIP funds for the Region.

Responsibilities
Additional knowledge, skills, and abilities required upon entry into position and/or trainable after entry into position:

• Have knowledge and application of MUTCD, AASHTO design practices, and UDOT standard drawings.
• Have knowledge of UDOT Access Management policies, practices, and guidelines.
• Have knowledge and understanding of traffic signal capabilities, limitations, timing, phasing, etc.
• Understand the IMT duties and limits of responsibilities/authority.
• Communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing.
• Coordinate the activities or tasks of people, groups and/or organization(s).
• Understand principles, theories, and practices of group dynamics and/or team development.
• Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.

• Have principles, theories, and practices of engineering.

• Understand the Fair Labor Standards Act and related employment legislation.
• Establish objectives and specify the strategies and actions to achieve these objectives.
• Identify the best person for a task, delegate assignments, and direct people as they work.
• Manage a work force to ensure fair employment practices.
• Speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally.
• Work with or contribute to a work group or team to complete assigned task(s).
• Have principles and methods for moving people or goods by air, rail, sea, or road, including their relative costs, advantages, and limitations.

Supplemental Information
Physical Requirements:
Sedentary - Typically, the employee may sit comfortably to perform the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.

Working Conditions:
Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.

Some field visits and attending project field meetings will be required.

Department of Human Resource Management rules regarding promotions and transfers apply to current state employees.

Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
