The Program Manager (PM) will lead the planning, execution, and oversight of the Defense Casualty Information Processing System (DCIPS) Future program. This high-visibility initiative supports the Office of Military Community and Family Policy (MC&FP) and entails modernizing a mission-critical system that directly serves the DoD military community. The Program Manager will oversee architecture development, testing, deployment, and sustainment of the DCIPS Future solution in AWS GovCloud, with a focus on agile/iterative methodologies, cybersecurity, system reliability, user experience, and long-term scalability. The PM will also serve as the primary liaison between stakeholders, technical teams, and government representatives to ensure the successful delivery of projects in a secure, compliant, and efficient manner.
This position will involve working closely with DoD stakeholders and government contractors in a secure cloud environment, ensuring the integrity and compliance of sensitive data. The PM will lead diverse technical teams across multiple environments (dev, test, prod), driving quality and mission-focused outcomes.
Possessing an active DOD Secret Clearance is required to be considered for this position.
- Strong program and project management skills, with the ability to coordinate across diverse teams and stakeholders.
- Excellent verbal and written communication skills, including preparation of reports, strategic plans, and policy updates.
- Strong skills in stakeholder management, performance tracking, and operational coordination.
- Ability to synthesize complex data and translate it into actionable reports and recommendations.
- Ability to manage multiple concurrent priorities in a fast-paced environment.
- Strong analytical and organizational skills, with attention to detail and accuracy.
- Proficiency in Microsoft Office Suite and project management tools.
- Active DoD Secret clearance
Education and Experience:
- Bachelor's degree in business, management, IT, cybersecurity, or a related discipline.
- Minimum nine (9) years of experience managing technology and cybersecurity programs/projects of comparable scale and complexity, directly supporting the DoD military community.
- Eight (8) years of experience leading transformative IT and DevSecOps initiatives using iterative, Agile software development approaches.
- Eight (8) years of experience developing and standardizing business rules for systems accessed by multiple inter- or intra-agency users.
- PMP or equivalent project management certification
- Experience modernizing complex legacy systems with over 1,000 data fields and multi-million record databases.
- Familiarity with MC&FP AWS GovCloud operations, DoDI , and cloud security requirements (DoD CC SRG IL2/IL4/IL5).
