The Grants Process Analyst will provide technical support and strategic analysis services to the Office of Administration (OA) within the Administration for Children and Families (ACF). This position is focused on developing and overseeing the implementation of automated grants management processes and identifying risks and operational challenges. The Analyst will not execute grants work directly but will provide mid-level guidance, risk analysis, and problem-solving to ensure compliance, efficiency, and innovation in grant operations.
Responsibilities:
Strategic Planning:
Provide input on the design of automated grants management processes that align with federal regulations and ACF's mission.
- Support development of the design and implementation of systems and tools to streamline grants management operations, ensuring compliance and efficiency.
- Identify risks and challenges in current grants management processes.
- Serve as a subject matter expert on federal grants regulations, policies, and procedures, ensuring uniform interpretation and application across OA.
Project Management and Process Development:
Oversee the implementation of operational plans and strategies for automating grants management processes, including tracking, compliance, and reporting.
- Provide recommendations for process improvements and best practices to enhance operational efficiency and reduce manual workload.
- Collaborate with cross-divisional teams to ensure alignment of automation initiatives with organizational goals and priorities.
Risk Identification and Problem Solving:
Analyze complex financial and operational issues related to grants management and automation.
- Conduct risk assessments for proposed automation processes.
Stakeholder Engagement and Communication:
Provide concise written and verbal summaries of grants process automation strategies, risks, and solutions to internal and external stakeholders.
- Prepare findings and recommendations to OA leadership, program offices, and other stakeholders to ensure clarity and alignment with organizational goals.
Training and Knowledge Sharing:
Draft training materials and technical guidance to OA staff and leadership on automated grants management processes.
- Support the development of tools, templates, and resources to enhance grants management operations.
Other Duties:
Perform other duties as assigned to support the Office of Administration's mission and goals.
Education & Experience:
- Master's degree in Finance, Business Administration, or a related field.
- 5+ years of experience in federal grants specific to HHS /ACF, including providing technical support and strategic planning for process improvements and automation.
- Proven ability to oversee large projects and manage portfolios, ensuring compliance and financial integrity.
- Demonstrated success in analyzing complex financial and operational issues and developing solutions in collaboration with subject matter experts.
- Has knowledge of federal grants and grant-making processes (experience with GrantSolutions and highly preferred)
Qualifications:
- Demonstrated ability to build and maintain relationship with program office staff and external partners.
- Analytical and problem-solving skills, with the ability to analyze complex grants management issues and challenges.
- Exceptional written and verbal communication skills, including developing summaries and recommendations to leadership.
- Proficiency in tracking and monitoring grant actions across large portfolios.
- Ability to work independently, be flexible, and work as part of a remote team in a fast-paced environment.
- Adept at learning many different systems and understanding the differing natures of each system and its users.
- Excellent project and time management skills, including handling multiple projects simultaneously and on tight timeframes, while also managing shifting priorities.
- Ability to be detail-oriented, process-oriented, and driven to produce high-quality work.
- Proficiency in Microsoft Office Suite (Outlook, Teams), with strong skills in Excel, Word, and PowerPoint.
- Ability to obtain and maintain a Public Trust clearance.
- U.S. Citizenship required.
Preferred Qualifications:
- Knowledge of federal grants highly preferred.
- Experience with and/or GrantSolutions highly preferred.
- Experience in Government financial systems such as UFMS, E-Invoicing, G-Invoicing, and GrantSolutions, or parallel systems within another Federal Agency or department
- Design, creation and maintenance of electronic data and record systems.
- Summarizing and translating reports from data management systems for stakeholders and/or team members.
