The Senior Civil Engineer will work in either the Engineering Review or Engineering group. Although a Senior Civil Engineer will be hired in only one of these groups, the incumbent may also be required to perform tasks for both groups.
The Engineering group primarily focuses on managing design and construction of new assets within the City right-of-way to improve mobility and stormwater management for the general public. Under the supervision of the Engineering Manager, a Senior Civil Engineer will perform professional level civil engineering work that may include project scoping, management of professional services by outside firms, plans/specification/estimate preparation, construction management, planning and conducting engineering studies, right-of-way acquisitions, preparation of grant applications, administration of grants, and management of project budgets.
The Engineering Review group is primarily responsible for reviewing permit documentation related to private developments within City limits to ensure adherence to City policies and engineering standards. Under the supervision of the Engineering Review Manager, a Senior Civil Engineer will perform professional level civil engineering tasks that may include site plan review, traffic control plan review, stormwater design and compliance review, as-built record drawing review, title report and survey/records review, design coordination with developers and contractors, reviewing and issuing administrative decisions, and policy/code update and review. Additionally, this position frequently coordinates with the public, whether that be private corporations or individual citizens; exceptional professionalism and customer service is expected.
To be hired as the Senior Civil Engineer, the incumbent will have a high level of competency in Engineering Review, Engineering Design, Project/Construction Management, and must have a Professional Engineer License.
Distinguishing Characteristics:
The Senior Civil Engineer is distinguished from the Associate Civil Engineer position by its requirement of a Professional Engineer (PE) license, successful completion of the Public Works Civil Engineer Rotation Program (CERP) or demonstration of a high level of competency in all the core Department Division functional areas, working in a lead role with assigned staff, managing capital projects of increased complexity and cost, and working more independently.
- Perform professional engineering duties in the design and construction of Public Works related projects including underground and above ground utilities, streets, traffic signals, intelligent transportation systems, and stormwater management. Develop plans, specifications, and cost estimates suitable for project bidding. E
- Develop scope of work and fee estimates for projects requiring outside consulting assistance. Participate in the selection of consultants; negotiate and monitor contracts, schedules, and services of consultants to ensure compliance with the City's adopted standards. Review and approve plans prepared by consultants. Approve payments to consultants on assigned projects. E
- Compile and analyze statistical and technical information, maps, exhibits and other data related to engineering projects and prepare reports concerning projects and related activities. Develop documentation standards and practices. Maintain detailed record-keeping in accordance with federal, state, and local laws, regulations and standards. E
- Provide project and construction management on assigned projects. E
- Participate in the review and monitoring of commercial development projects within public right of way, subdivisions and short plats. Ensure adherence to Federal, State and Municipal codes, regulations; ensure Public Works standards are met. E
- Perform technical and regulatory review of engineering plans, specifications and reports needed for development or construction. Approve plans or specify corrective action needed; inspect sites as necessary to ensure compliance with applicable federal, state and local codes and regulations and City policies and procedures. E
- Work in a lead role with other assigned staff. Provide project leadership on assigned projects including establishing and maintaining project schedules and budgets. Provide work direction and guidance to Civil Engineers and Engineering Technicians. Assist with interviewing and employee selection procedures. E
- Serve as a liaison with contractors, architects, staff and the public on project issues. Communicate verbally and in writing with other City Departments, developers, residents, and outside agencies to exchange information, coordinate projects, and analyze, discuss and resolve development and construction issues and concerns. E
- Identify grant opportunities and coordinate/prepare grant applications . E
- Prepare and deliver presentations to City staff, the City Council and other agencies and organizations as needed for assigned projects. E
- Respond to citizen's complaints and requests. E
- Perform related duties as assigned.
- Perform construction inspection duties for Capital Improvement Projects (CIP) and permitted work when assigned.

Required Education and ExperienceKNOWLEDGE OF:

- Negotiating and managing contracts and services of outside firms to ensure compliance with plans, specifications, schedules, contract provisions, and government regulations.
- Reading, interpreting and applying a variety of regulations, codes, standards and instructions.
- Developing construction documents including plans, specifications, and cost estimates.
- Conducting field evaluations to review systems under construction.
- A combination of education, training and experience that provides the candidate with the knowledge, skills, and abilities to perform the job.
- Coordinating multiple projects.
ABILITY TO:
- Communicate effectively both orally and in writing.

PREFERRED SKILL, ABILITY, AND EXPERIENCE:
- Knowledge of principles, theory and practices of modern civil and traffic engineering design and standards as applied to various traffic design functions, particularly traffic signals, signing, striping, and illumination.
- Knowledge of pertinent federal, state and local laws and industry standards such as Manual on Uniform Traffic Control Devices (MUTCD), AASHTO, and Highway Capacity Manual.
- Experience using traffic engineering software such as Synchro, Passer, Transyt, HCS, and SIDRA.
- Experience using travel demand modeling, preferably with EMME/OpenPaths.
- Ability to perform highly technical and professional traffic engineering and transportation planning duties
- Ability to perform traffic impact analysis.
- Analyze traffic problems accurately and adopt an effective course of action.
REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor's Degree in Civil Engineering or related field.
A minimum of four (4) years progressively responsible public works engineering experience.
Successful completion of the Public Works Civil Engineer Rotation Program (CERP) or ability to demonstrate/document a high level of competency/experience in all the core Department Division functional areas.
OR
- A combination of education, training and experience that provides the candidate with the knowledge, skills, and abilities to perform the job.
- Professional Engineer (PE) License required. If licensed in another State, must obtain a Washington State PE license within (1) year.
- Valid Washington State Driver's License required by date of appointment.
- A satisfactory three-year driving abstract record, submitted prior to hire.
