Minimum QualificationsFour years of human resources experience; OR
Six years of full-time experience in any field plus one year of human resources experience; OR
A bachelor's degree plus one year of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other InformationJob Duties:
Coordinates agency-wide recruiting efforts through career fairs, internship and fellowship programs, and targeted outreach activities.
Advises agency management of best method of filling vacancies and posts job vacancies on Louisiana Jobs.
Communicates periodically with Hiring Manager, HR Manager and Liaison throughout the process to ensure accuracy of appointment(s).
Responsible for processing hiring, personnel, and pay-related actions for all assigned program offices in LaGov/HCM
Ensures that personnel and pay-related actions processed are in compliance with Civil Service rules and guidelines, Federal and State laws, and LDH polices.
Monitors various LaGov/HCM reports for discrepancies, errors, expirations, and other inaccuracies.
Responsible for verifying calculations on pay changes relevant to the hiring and personnel actions and making corrections, as needed.

Compensation: This position is eligible for the following Special Entrance Rates (SER) for the job titles listed below, as well as a Premium Pay of up to $2.00/hr for hours worked based on longevity for HR Analyst B – HR Specialist.
SER for Human Resources Analyst B - $18.64 hr / $1,491.20 bi-weekly
