This Senior Program Manager Global Networks role oversees the NSF-funded Global Seismographic Network and the NASA-funded Global GNSS Network and works closely with the instrumentation and data engineers to ensure optimal network performance and data quality. This position will be critical in setting the agenda for implementation of next-generation infrastructure and processes and will be the EarthScope liaison to critical non-NSF stakeholders that depend on GSN and GGN data. The Senior Program Manager Global Networks accepts sole responsibility for organizational planning. This position leads tasks that involve a high degree of strategic decision making and coordination with internal and external stakeholders and risk management. The Senior Program Manager Global Networks seeks and negotiates for resources from the functional management chain to fulfill programmatic needs and priorities within the project/program scope, schedule, and budget. The incumbent reports directly to the Vice President and collaborates with Senior Management to develop strategic goals. Achievement of objectives requires the ability to influence other internal and external stakeholders. The Senior Program Manager has significant and demonstrated technical project and program management experience in addition to deep and advanced scientific/technical expertise in all areas related to their program. General Essential Job Duties: Provides technical leadership and oversight in the development and evolution of EarthScope programs. Oversees Programs and associated projects with accepted project management practices to manage Scope, Schedule, Cost, and Risk with appropriate change controls. Provides support for and interacts with the appropriate advisory committees, which have oversight of the EarthScope programs. Represents their EarthScope group and other activities in the EarthScope Consortium Board of Directors meetings along with the relevant Advisory Committee Chairpersons. Interacts with the EarthScope CEO and other Senior Managers to ensure effective and efficient collaboration between their program responsibilities and other EarthScope programs. Provides advice and guidance to other program/project managers. May supervise one or more Program Managers. Where appropriate, interacts with international organizations and like-minded programs to build collaboration and coordination on objectives of mutual interest. In coordination with and with approval of the EarthScope CEO and Senior Management, pursues external funding for program support, sustainment, and advancement. Prepares the annual and multi-year program plans and budgets as well as Supplemental Funding requests and required supporting documentation. Responsible for program property and equipment to ensure proper use, care, and storage. Prepares periodic status reports, as requested.
