Company Description

Ferrovial Construction Canada Inc. and VINCI Construction Grands Projets are to design, build and finance the Ontario Line Southern Civil, Stations and Tunnel (South Civil) package.

Working together as Ontario Transit Group we are currently mobilizing our design and construction crews, with major works to commence in 2023. The South Civil contract is anticipated to be completed in 2030.

The project will strengthen Ontario's economy by supporting an estimated 1,500 jobs at the peak of construction.

What is the project?

  • A six-kilometer tunnel and associated tunnelling works from Exhibition to Don Yard portal (west of the Don River)
  • Stations:
    • One above-ground station to be integrated with the existing GO Transit Exhibition Station
    • Two underground stations to be integrated with the existing TTC Osgoode and Queen subway stations
    • Four new underground stations (King/Bathurst, Queen/Spadina, Moss Park, Corktown)

Job Description

Reporting to the Category Lead, the Subcontract Coordinator operates in the area of procurement and interfaces with various project disciplines in the course of the procurement processes including the initial phase of the need definition, the request for quotation phase and the subcontract and change orders preparation.

The salary range for this position is $80,000 CAD - $110,000 CAD, plus additional benefits.

Key Responsibilities:

  • Ensure policy compliance by executing procurement activities in strict alignment with established policies, procedures, and systems to maintain integrity and efficiency.
  • Develop tender packages by preparing comprehensive commercial sections of tender documents, including detailed terms, conditions, and pricing schedules for subcontractor and work package procurement.
  • Coordinate on technical scope by partnering with technical leaders to finalize technical tender documents, ensuring accurate scope of work and scheduling requirements.
  • Evaluate proposals by reviewing and assessing subcontractor quotes in coordination with technical teams to ensure best value and compliance.
  • Drive ethical standards by performing thorough ethics and compliance due diligence for all procurement activities.
  • Create detailed comparative analyses, executive summaries, and award recommendations to support informed decision making.
  • Lead negotiations on pricing, terms, and conditions with subcontractors and vendors to secure favorable agreements.
  • Prepare and negotiate contracts, collaborating with the legal team to ensure robust terms and risk mitigations.
  • Organize and conduct subcontractor kick-off meetings to algin expectations and establish clear deliverables.
  • Prepare and review change orders promptly to maintain project continuity and cost control.
  • Keep EDMS and integrated accounting systems updated with all procurement documentation for transparency and audit readiness.
  • Utilize project procurement and accounting tools effectively to streamline processes and reporting.
Qualifications
  • Minimum 3-5 years of experience in a project procurement role.
  • Hands on experience of procurement processes, bid analysis and subcontract negotiation and preparation.
  • Experience in infrastructure projects or similar in Canada is preferred.
  • Result oriented attitude with the ability to coordinate the efforts of other disciplines to accomplish objectives.
  • Thorough understanding of areas of procurement including subcontract administration, insurance, financial instruments, purchasing, expediting.
  • Proficient in Office 365 (Power Point, Word, Excel).
  • Team player with strong organizational skills and the ability to work independently to meet deadlines, goals and objectives.
  • Excellent interpersonal, written and verbal communication skills.
  • Detail-oriented, highly motivated with ability to effectively manage time.
  • Excellent organizational skills.
