This position is responsible for the development, implementation, maintenance and continuous improvement of emergency and continuity management solutions for QM’s clients, and for providing consultative services and strategic project planning/ support to QM’s EM operations within Canada.
RESPONSIBILITIES
Emergency and Continuity Management Solutions
- Develop, maintain and continuously improve enterprise and industry emergency management standards, guidelines and programs
- Develop Infection Control, Crisis Management, Business Continuity and Pandemic Response Plans
- Provide subject matter expertise on Emergency Response Assistance Plans (ERAP’s), E2 Plans, Spill Response plans based on a thorough understanding of customizing plans to address each client’s unique circumstances
- Facilitate and lead tabletop and full-scale exercises
- Evaluate regulatory requirements and standard methodologies relating to emergency preparedness, response, management and provide mentorship to business units and functions
- Evaluate and provide feedback and support on existing or proposed emergency preparedness plans, response plans and procedures
- Perform technical writing functions that includes editing plans and reports, and writing at the appropriate level for the target audience
- Develop cost estimates for plans, exercises and additional services
Operations Support
- Assist all business areas in the development, review and implementation of their business area specific to Emergency Management
- Improve client capability with respect to emergency preparedness by developing effective educational programs and providing input into related QM training programs
- Provide and support to the development of emergency management training and exercises; prepare timely reports to accurately reflect the outcome of exercises and findings to drive continuous improvement for our clients.
- Supporting field ER staff, when additional capacity if needed.
Project Management
- Partake in client invoicing and project closeouts
- Assist in managing a budget for EM services
- Communicate, follow and reinforce all QM policies, procedures and practices; actively participate in the continuous improvement for all of QM’s policies, procedures, practices and services
Health & Safety
- Read, understand, and follow Corporate Health and Safety Program, Policy and Procedures; ensures health and safety is considered in the performance of all activities.
Qualifications
Education
- Graduate Diploma preferably in disaster and emergency management or equivalent is preferred
- Completion of Incident Command System (ICS) 100, 200, 300 level training; instructor level preferred
- Demonstration of continued professional development a strong asset
Experience
- Minimum 3years of related knowledge and experience working in various emergency management roles with a deep understanding of emergency planning and response concepts
- Previous experience in emergency response roles and activities in industrial, marine, transportation and oil and gas industries is an asset
- Fire Response or Hazardous response experience is an asset.
- Emergency Management is an asset.
Knowledge, Skills & Abilities
- Knowledge of Canadian emergency management standards and best practices and industry regulations locally, provincially, nationally and internationally
- Well-developed written and oral communications skills with high level experience in representation, negotiation, training, coaching and mentoring
- Demonstrated ability to engage collaboratively and effectively with internal and external teams, clients and other associated stakeholders
- Excellent group presentation skills
- Adept at strategic thinking, looking for solutions outside the box
- Strong analytical and problem-solving skills
- Excellent computer skills are essential (including database and website software). Proficient in Microsoft Office Suite (Word, Excel, PowerPoint and Outlook).
Work Environment
- This position is a scheduled Monday to Friday to be based out of any of QM’s offices in British Columbia, Alberta, or Manitoba .
- Periodic travel to client locations through Canada
- May be required to respond without notice to support major incidents/events or provide afterhours technical emergency support
WORK ENVIRONMENT
Work is primarily in an office environment but requires frequent travel to work sites, to monitor the progress of work and to meet with site teams and/or clients.
