General Description: Performs moderately complex (journey-level) project management work. Work involves coordinating the planning, initiation, execution, and closeout of information technology (IT) projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff. Works as a leader of the IT Project Management Office (PMO) to develop and implement project management policies, procedures, and tools to support project delivery. Works under general supervision with limited latitude for the use of initiative and independent judgment. Requires some travel and may be required to work in excess of 40 hours per work week. Essential Duties: Develops, coordinates, plans, and evaluates IT projects utilizing accepted project management methodologies Communicates and explains project methodology and processes to interested groups and team members Compiles and distributes project information, project status reports, and project budget expenditures Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors Monitors and assists with project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications Assists in initiating projects, obtaining authorization and commitment, and demonstrating business need and project feasibility; identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them Assists in developing criteria for evaluating programs, proposals, and other pertinent information related to project assignments Assists in developing project budgets, schedules, work plans, resources requirements, and cost estimates and projections; reviews and recommends proposals and bids to management; monitors and manages project costs to ensure projects are completed within budget Assists in the development of project management policies, procedures, guidance, and tools to ensure projects follow project management best practices Performs a variety of related duties not listed, to be determined and assigned as needed Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested time frames. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies. Qualifications: Minimum Qualifications: Bachelors degree with major course work in computer science, computer information systems, management information systems, business administration, or a related field. Five (5) years of full-time wage-earning project management experience. OR High School Diploma or Equivalent. Ten (10) years of wage-earning project management experience. Preferred Qualifications: Bachelors degree. Experience managing IT projects. Experience with PMI project management methodologies. Experience working for a governmental agency. Certification as a Project Management Professional (PMP). Recent experience in an information technology environment. Experience and Education Substitutions: One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis. Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience. Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience. Pro-rated part-time experience may satisfy the experience requirements. Note: The degree(s), course hours, diploma or equivalent required to meet the minimum requirements must be from an accredited educational institution. Knowledge, Skills, and Abilities: Knowledge of project management theories and practices applicable to limited-scope projects. Knowledge of systems and procedures used to evaluate a third-party vendors performance. Knowledge of local, state, and federal laws and regulations relevant to the administration of the projects undertaken.
