We are looking for an Enterprise Solutions Integration (ESI) Work Requirements Integration Business Analyst for the ESI Division of the Health Information Office (HIO)! We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage. Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment. Description of Job WHAT YOU'LL BE DOING AS ESI WORK REQUIREMENTS INTEGRATION BUSINESS ANALYST: Department's Staff Authority for Colorado Medicaid Enterprise System (CMES) system and interface design, data integration, API design and testing supporting HR1 Medicaid Work Requirements compliance. Applies expert knowledge of Medicaid & CHP+ operations, CMES integration and eligibility systems, MITA 3.0 standards, and federal CMS guidance to design and validate technical solutions that operationalize policy requirements within CBMS and the broader Medicaid Enterprise ecosystem. Leads interface and integration development to automate ex parte and verification processes, ensuring eligibility determinations use the most accurate and current data available. Advises managers and stakeholders to support informed decision-making, while eliciting and reviewing requirement documents, business process mappings, interface work, testing, and certification deliverables within the scope of HR 1 work requirements to ensure alignment with policy intent, system architecture, and Department governance standards. Works with policy and eligibility operations teams to confirm functional specifications reflect the intent of Medicaid Work Requirements system requirements. Directs contractors in following the SDLC and governance processes in drafting detailed requirements, design specifications, data flows, and configuration standards, reviewing all deliverables for technical accuracy and operational feasibility. and external partners. Collaborates with contractors, state agencies, federal entities, and private-sector partners to establish secure APIs and batch interfaces for employment, education, and service verification. Ensures that all Work Requirements interfaces and data integrations technical solutions are properly tested, integrated, and validated before deployment. In collaboration with the Contractors, oversee the full testing lifecycle from system integration testing (SIT) through user acceptance testing (UAT) and post-implementation validation. Serves as a Business Analyst and integration liaison between HCPF, CBMS, the Governor's Office of Information Technology (OIT), vendors, and CMS on the technical aspects of Work Requirements implementation. Provides ESI SDLC and integration governance consultation to policy and operations teams on feasibility, risks, and resource impacts of proposed system changes. Leads integration technical briefings and readiness reviews with executive leadership, CMS representatives, and stakeholders. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Residency Requirement: This posting is only open to residents of the State of Colorado at the time of submitting your application. Minimum Qualifications: There are two ways to qualify for this position: Option 1: Experience Only: Seven (7) total years of professional experience managing business processes and vendors, conducting business analysis, and guiding the Software Development Lifecycle (SDLC) for large, complex systems involving data management and validation, or an occupational field closely related. Option 2: Education and Experience: Bachelor's degree from an accredited institution in Health Care Administration, Business Administration, or a related field AND Three (3) total years of professional experience managing business processes and vendors, conducting business analysis, and guiding the Software Development Lifecycle (SDLC) for large, complex systems involving data management and validation., or an occupational field closely related. Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following: An associates will count as two years of experience A bachelors will count as four years of experience A masters degree will count for six years of experience A doctorate or juris doctorate degree will count for seven years of experience Note: Per the Job Application Fairness Act, you may redact information that identifies your age, date of birth, or dates of attendance at or graduation from an educational institution on your transcripts. PREFERRED QUALIFICATIONS Previous relevant professional state experience Professional experience: Working as a Systems Business Analyst, managing the SDLC methodology processes; eliciting and documenting business requirements, reviewing, approving design and development documents, such as devops test results while ensuring requirements trace ability for quality results for large scale medical claims processing systems or medical information systems. Working in a large claims processing system, including State Medicaid and/or Pharmacy benefits and services processing data, validating Medicaid data elements and values against identified crosswalks, validating and approving data integrations across the ecosystem. Assisting and supporting programmatic strategic direction, including creating and managing long term goals for system implementation, data integration and exchanges, complex problem solving, understanding and managing data interface files, vendor management.
