People Listening & Analytics is The City's centre of expertise for workforce planning and Human Resources (HR) data. We provide customized metrics, reports and dashboards to support workforce initiatives across the organization. Our team delivers strategic insights through analysis, forecasting and consulting, enabling leaders and HR partners to make evidence-based decisions.
As an HR Data Analyst, you will be responsible for developing and maintaining workforce data models, dashboards, and reports. You will apply advanced analytics to workforce data and translate complex findings into clear, actionable insights. You will support strategic planning, operational readiness, and business continuity efforts. You will also ensure that all outputs comply with privacy standards and are delivered in a timely, accurate, and interpretable format. Primary duties include:
- Analyze workforce data to identify trends, risks, and opportunities, including resignations, retirements, vacancy patterns, and other key metrics.
- Design and maintain dashboards in Power BI and LaunchPad, ensuring clarity, accessibility, and strategic relevance.
- Respond to ad hoc data requests, preparing aggregated or de-identified outputs that comply with the Protection of Privacy Act (POPA) and corporate privacy standards.
- Support data governance by adhering to established frameworks, escalating integrity issues, and ensuring consistent application of definitions and standards.
- Lead peer reviews of analytical outputs to ensure quality, clarity, and alignment with organizational reporting standards.
- Monitor changes in data capture and identify opportunities for process improvement and efficiency.
- Provide support for business continuity planning, including data coordination, administrative assistance, and maintenance of distribution lists and work tracking tools.
Qualifications
- A degree in Business, Economics, Computer Science or a related field and at least 4 years of related experience in analytics and planning, data mining, and building visualizations and reports.
- Formalized specialization in data analytics and experience in HR workforce analytics is preferred.
- Advanced proficiency in Microsoft Excel is required.
- Experience with data warehouse tools (for example Business Objects), dashboarding/data visualization tools (such as Power BI), and statistical analysis software.
- Awareness of SQL or the ability to understand and apply SQL queries will be considered an asset.
- Demonstrated ability to apply descriptive, diagnostic, predictive analytics.
- Strong analytical and technical skills, with the ability to transform data into meaningful narratives for non-technical audiences with exceptional written skills.
- Excellent communication and collaboration skills, with a high level of accuracy and attention to detail.
Workstyle: This position may be eligible to work from home as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.
