Job Description:

Purpose of Position   

The Business Product Owner Lead provides strategic product leadership across FSRA's modernization initiatives. The position is responsible for defining and driving business priorities, outcomes, and value realization for digital products and business capabilities. Acting as the bridge between business stakeholders, delivery teams, and technical partners, ensures that product vision, backlog, and releases are clearly defined, achievable, and aligned with FSRA's regulatory and operational objectives. 

Key Responsibilities   

Lead Product Strategy:   

  • Define and communicate the product vision, business outcomes, and success metrics for assigned initiatives. 
  • Translate strategic goals into actionable product roadmaps, ensuring alignment with organizational priorities. 
  • Lead early discovery and initiation activities, including process mapping, use case development, and value identification. 

Guide Product Development:   

  • Influence and guide cross-functional teams to ensure the product meets business requirements and delivers value. 
  • Scrutinize SI deliverables as they pertain to solution strategy, roadmap, design, and delivery and escalate issues to Senior Leadership, as appropriate. 
  • Support business process standardization and ensure new capabilities align with compliance and governance frameworks. 
  • Oversee business readiness planning, including communication, training, and adoption activities. 
  • Contribute to developing enterprise product management standards and frameworks for future modernization projects. 
  • Guide solution definition based on Market Conduct and FSRA strategy, SME input, IT input, Business input as well as input from the wider stakeholder community  

Report and Analyze:   

  • Track and report on team progress, capacity, and velocity. Use metrics and feedback to improve team processes and product delivery. 
  • Keep leadership informed on product progress, risks, and dependencies through regular updates and reporting. 
  • Proactively identify and escalate critical issues, blockers, or decisions that require executive input. 
  • Prepare and present updates to leadership and steering committees on progress, priorities, and business impact. 

Ensure Quality:   

  • Accept or reject deliverables, provide feedback to the team, and advocate for the development process through to implementation.  
  • Track product performance metrics, user adoption, and feedback post-release. 
  • Review vendor deliverables to ensure alignment with business intent, quality expectations, and contractual commitments. 
  • Monitor adoption, user satisfaction, and system performance to identify enhancement opportunities. 
  • Lead retrospectives and implement lessons learned to improve delivery practices across programs. 

Manage the Product Backlog:   

  • Establish, prioritize and manage the product backlog across agile teams using Azure DevOps, ensuring stories and features are well-defined and prioritized. 
  • Manage cross-product dependencies. 
  • Validate delivered functionality against acceptance criteria and ensure business readiness for go-live. 

Collaborate and Communicate   

  • Work closely with project managers, business Subject Matter Experts (SMEs), external Systems Integrator (SI) and technical teams to plan and execute releases. 
  • Serve as the primary liaison between business units, delivery teams, and vendor partners to maintain shared understanding and direction. 
  • Coordinate across cross-functional streams to manage dependencies, align timelines, and validate deliverables. 

Leadership and Coaching  

  • Serve as a key champion and voice of the MCBS across the Market Conduct division and other areas, as required.  
  • Play an active role in the Project Leadership Team, engaged daily with Business SMEs 
  • Identify opportunities for enhancements and work with teams to implement iterative improvements. 
  • Lead and coach junior product teams members  

Qualifications        

Education and Experience  

  • Bachelor's degree in Business Administration, Information Systems, or a related discipline. 
  • 5+ years of experience in product ownership, business analysis, or digital transformation within complex technology-driven enterprises or regulatory environments.  
  • Agile or Product Owner certifications (e.g., CSPO, SAFe POPM, PMI-ACP) are an asset. 
  • Experience leading agile delivery and backlog management using Azure DevOps or similar tools. 

Knowledge and Skills  

  • Strong understanding of Microsoft Dynamics 365 and integration with enterprise business systems. 
  • Demonstrated experience managing or collaborating with external vendors or system integrators to deliver business solutions. 
  • Excellent communication, facilitation, and stakeholder management skills. 
  • Ability to balance strategic priorities with tactical execution in fast-moving, multi-stakeholder environments. 
  • Strong analytical, process mapping, and problem-solving capabilities. 
  • Proficiency in Office 365 tools (Teams, SharePoint, Excel, PowerPoint, Power BI). 
  • Data-driven decision maker with fluency in KPIs.
  • Ability to analyze market trends and business data. 
  • Proficiency in developing and refining requirements, user stories, and acceptance criteria.  
  • Adept in prioritizing tradeoffs, managing competing needs, and maintaining velocity without sacrificing quality.
  • Demonstrated intellectual curiosity and a growth mindset, proactively seeks new insights to drive innovation and effectiveness.
  • Strong relationship management skill Builds strong relationships and networks across functions and levels
