Job DescriptionThe House of Commons' Digital Services and Real Property is currently looking to staff the Product Delivery Manager position.
This recruitment and selection process is restricted to House of Commons employees.
The Product Delivery Manager leads multidisciplinary teams in delivering high-quality digital products and services throughout their full lifecycle. This includes overseeing activities from requirements and design through development, testing, deployment, support, and continuous improvement. The role ensures strong operational practices, promotes collaboration across teams and partners, and maintains alignment with product strategies and roadmaps. The Manager is responsible for resolving product-related issues, prioritizing technical sustainability, and supporting the development of product performance indicators. They also guide technical planning, prepare briefings and recommendations, manage resources and budgets, and maintain effective relationships with clients, vendors, and stakeholders while staying current with emerging technologies.

Education :
- Diploma or degree in a relevant field such as Information Technology, Business Administration, or an acceptable combination of education, training, and experience.
Experiences :
- Proven experience leading multidisciplinary technical teams in the delivery, integration, and ongoing support of digital or network-based services within a complex or matrixed environment;
- Demonstrated experience managing the full lifecycle of digital products, including planning, development, testing, deployment, stabilization and continuous improvement;
- Experience coordinating solution design, system integration, quality assurance activities, and release management within a product-focused environment;
- Experience developing strategic and tactical plans, roadmaps, and operational approaches to support digital transformation initiatives;
- Experience overseeing technical incident, problem, and service restoration activities, including root-cause analysis, risk assessment, and client or stakeholder communication;
- Experience implementing improvements to delivery practices, operational processes, or digital solution workflows;
- Experience managing and evaluating the work of staff, contractors, and consultants, including setting priorities, delegating effectively, and monitoring outcomes;
- Experience identifying, implementing, and measuring improvements to delivery methods, operational processes, or technology workflows;
- Experience managing within budget resources, and operational constraints to ensure efficient and optimized use of personnel and technology assets.
Assets :
- In-depth knowledge of IT infrastructure technologies and best practices. Networking experience is an asset but not a requirement;
- Experience contributing to or guiding infrastructure decisions, capacity planning, system reliability, or performance optimization;
- Demonstrated ability to lead teams effectively in situations where information may be incomplete, ambiguous, or conflicting, making sound decisions based on available data and risk considerations;
- Familiarity with infrastructure service management practices, incident/problem/change management, or operational governance.
