Project Description:
The client is seeking a Project Manager (Non-IT) to lead large, complex, and often politically sensitive strategic initiatives that may involve changes to services, policies, legislation, business processes, or organizational structures. The role centers on applying full project management rigor across the entire lifecycle — from planning and execution to delivery, evaluation, and closeout — while ensuring business needs, quality standards, and data integrity are met.
Key Responsibilities
- Provide structured project leadership following Project Management Office (PMO) standards; develop new standards when required.
- Collaborate with business areas to draft proposals, project charters, business cases, and other foundational planning documents.
- Establish project governance and define roles and responsibilities within cross-functional project teams.
- Fully manage project scope, budget, schedule, quality, milestones, dependencies, and risks.
- Contribute directly to deliverables such as research, surveys, and reports to support project outcomes.
- Monitor project progress, maintain accurate documentation, and present regular status reports to stakeholders.
- Lead and participate in steering committee meetings and stakeholder discussions.
- Document and manage changes to project scope, schedule, or budget, and facilitate required approvals.
- Identify, assess, and mitigate risks, issues, and opportunities proactively.
- Provide business analysis, process improvement, and change management support where needed.
- Ensure complete handover of project documentation and outputs to the PMO.
- Conduct post-project evaluations, assess achievement of outcomes, and document lessons learned.
Qualifications
Education (Mandatory):
- Bachelor's degree
- Project Management designation (e.g., PMP)
Soft Skills:
- Strong communication (written and verbal)
- Conflict and stress management
- Ability to work with senior stakeholders
- Independent problem-solving and teamwork capabilities
Experience Requirements:
- 5 years —non-IT project management
- 3 years —defining scope/goals with business stakeholders
- 3 years —developing charters, business cases, and project deliverables
- 5 years —making recommendations on highly technical or complex topics
- 3 years —managing multiple projects simultaneously
Nice to Have:
- Experience using Microsoft Project (including Project Server)
- Experience in the public sector
- 3–5 years of stakeholder meeting facilitation
- 3 years of project forecasting experience
