Project Description:

The client is seeking Project Manager resources to support IT initiatives under its contingent labour program.

The resource will:

· Manage project initiation, planning, execution, monitoring, and closure across diverse IT projects.

· Apply waterfall, agile, or hybrid methodologies .

· Lead and coordinate project teams, budgets, risks, and communications.

Core Responsibilities

Project Initiation & Planning

· Lead communication with stakeholders, consultants, and Manitoba staff.

· Manage project resources and documentation.

· Monitor and communicate project risks and opportunities.

· Ensure project data is maintained in Manitoba's internal systems.

Budgeting & Scheduling

· Develop and track detailed project schedules and budgets (capital and operating).

· Report on actual vs. forecasted expenditures using internal Manitoba systems.

Procurement

· Work with Manitoba and consultants to define scope and prepare tender-ready documentation .

· Participate in vendor evaluation and contract award processes.

Execution & Control

· Deliver the project plan, ensuring adherence to scope, schedule, budget, and quality .

· Manage change requests, approvals, and financial claims.

· Navigate Architectural Review Board (ARB) processes.

· Conduct progress meetings, stakeholder reporting, and risk tracking.

· Oversee quality assurance and ensure compliance with Manitoba frameworks.

· Coordinate staff training for new systems.

Project Close-Out

· Conduct lessons learned and final project review.

· Manage handover documentation, as-built deliverables, and final reports .


Requirements Mandatory Qualifications

o Minimum of ten (10) years of experience managing Information Technology projects

o Valid PMP Certification or Prince2 Practitioner certification.

o Expertise in project life cycles, and project planning including resource, cost, and schedule estimation.

o Experience developing business cases

o Experience planning and managing projects in a Public Sector organization

o Experience managing multiple projects concurrently

o Excellent interpersonal and listening skills

o Strong facilitation skills

o Strong critical thinking and problem resolution skills

o Strong communication skills; oral, written and presentation
