The Release/Delivery Manager will serve as a key liaison among program leadership, product owners, development teams, and Veteran Affairs stakeholders to ensure high-quality, timely, and seamless releases.

This position is primarily remote with occasional travel to the DC/VA/MD area for program meetings or conferences.

Position Responsibilities:

  • Develop and manage the overall release and delivery schedule for E&E 2.0 software, system, and process updates.
  • Coordinate release planning with product owners, business analysts, developers, testers, and VA stakeholders to ensure readiness and alignment with program priorities.
  • Oversee release activities, including requirements validation, configuration management, testing, security authorization, and deployment.
  • Ensure all releases meet VA's compliance, security, and change management requirements.
  • Facilitate release readiness reviews, go/no-go meetings, and post-release retrospectives.
  • Track, manage, and mitigate risks, dependencies, and issues related to release activities.
  • Maintain release documentation, including release notes, implementation plans, rollback strategies, and communication materials.
  • Collaborate with Agile teams and support scaled Agile release planning processes.
  • Monitor and report on release performance metrics and delivery timelines to program leadership.
  • Serve as a point of escalation for release-related issues and ensure timely resolution.
  • Support continuous improvement of delivery processes, tools, and governance.
  • Assist with the development and delivery of reports and program artifacts as needed.
  • Performs other duties as assigned.

  • Demonstrated experience and ability to manage complex release schedules across multiple teams and systems.

  • Strong knowledge of configuration management, testing, and change management processes in federal IT environments.
  • Excellent communication, facilitation, and stakeholder engagement skills, both written and verbal.
  • Must be able to effectively communicate in person, over video conferencing, and by phone.
  • Proficiency in release and project management tools (e.g., Jira, Confluence, ServiceNow, MS Project)
  • Experience with CI/CD pipelines, automation tools, and cloud-based delivery environments.
  • Familiarity with VA eligibility/enrollment systems and platforms, preferred.
  • Experience with Agile/SAFe delivery frameworks and DevSecOps practices.
  • Familiarity with 508 Compliance (desired).
  • The ability to operate in a high stress environment.
  • Must be able to obtain government public trust.
  • Occasional travel may be required to government sites or for stakeholder meetings.

Education & Experience:

  • Bachelor's degree in information technology, computer science, engineering, or related field – (8 years' experience and/or a relevant certification may be considered in lieu of degree)
  • 3 years of experience in release management, delivery management, or software development coordination within large-scale IT programs.
  • Experience supporting the Department of Veterans Affairs (VA) or other large federal health/benefits programs, preferred.
  • SAFe Release Train Engineer (RTE), ITIL, or related certification, a plus.
