Position Overview TxDOT is looking for a Transportation Engineer Project Manager to lead complex, high‑impact projects from concept to completion. The position focuses on developing Plans, Specifications and Estimates (PS&E) for advanced transportation projects, ensuring accuracy, constructability and compliance with state and federal requirements.
Key Responsibilities
Own PS&E development, schedule management and consultant coordination.
Review plans, specifications, estimates, traffic‑control layouts, safety features and risk‑mitigation strategies.
Apply geometric‑design criteria, highway maintenance concepts, traffic‑control principles and the Critical Path Method for project scheduling.
Manage PS&E schedules, monitor consultant progress, review invoices and contract performance, and prepare supplemental agreements.
Negotiate fees, budgets, scopes of work and contract agreements.
Oversee the preparation and review of PS&E packages, shop drawings and field changes for traffic‑control devices, signage, lighting and traffic‑management systems.
Set and enforce design standards, help shape construction sequencing and construction phasing.
Serve as the primary point of contact for consultants and coordinate with utility companies, attorneys, and governmental representatives.
Provide project management oversight using the department’s enterprise Critical Path Method tool and project‑management principles (initiate, plan, execute, monitor, control, close).
Prepare proposals, estimates and contract‑letting documentation.
Perform other related tasks as assigned.
Minimum Qualifications
Education:
Bachelor’s degree in engineering or related scientific field; higher degrees or graduate coursework may substitute for experience on a year‑per‑year basis.
Experience:
Full‑time or prorated part‑time equivalent experience in transportation engineering, project management, and PS&E development.
Licenses & Certifications:
Valid Texas driver’s license; professional engineer license in another U.S. state may be accepted if the candidate obtains a Texas license within six months of hire.
Technical Skills:
Knowledge of applicable PS&E preparation, construction phasing, geometric‑design relationships, engineering workstations, cost estimating, risk analysis, and federal/state regulations.
Soft Skills:
Strong negotiation, communication, leadership, and problem‑solving abilities; experience presenting to internal and external stakeholders.
Salary Range Transportation Engineer II (B25): $69,572 – $114,099
Transportation Engineer III (B26): $76,530 – $129,430
Transportation Engineer IV (B27): $84,182 – $142,374
Transportation Engineer V (B28): $92,600 – $156,612

Travel:
Yes, approximately 5 % of the time
Shift:
Mon‑Fri, 8 AM–5 PM; onsite work required
Work Conditions:
Inside and outside environmental conditions, noise, hazards such as moving vehicles, high places and chemicals; medium physical workload (lifting up to 50 lbs).
Drug Testing:
Safety‑impact position; random drug testing required and positive results due to medical marijuana are not accepted per 49 CFR Part 40.
