Within DCHS, the Behavioral Health and Recovery Division (BHRD) administers a broad array of public behavioral health and substance use treatment, prevention, crisis response, and social services that support individuals in pursuing recovery. BHRD is seeking a Crisis Care Center (CCC) Levy Project Manager to advance procurement, compliance, and implementation work associated with Strategies across the Crisis Care Centers Levy. Approved by King County voters in April 2023, the nine-year levy (20242032) funds the Crisis Care Centers Initiative , which will establish a countywide network of five crisis care centers, restore and expand mental health residential treatment beds, and invest in the behavioral health workforce. These crisis care centers will include three core componentsa 24/7 Behavioral Health Urgent Care Clinic, a 23-hour Crisis Observation Unit, and a Crisis Stabilization Unitand will be competitively procured by DCHS and operated by qualified behavioral health agencies. Using a "no-wrong-door" approach, crisis care centers will endeavor to screen and triage any individual seeking behavioral health crisis care and will coordinate closely with post-crisis follow-up services to ensure continued stabilization and support.
This position will play a key role in managing procurement and contracting processes, guiding program design and policy development, and overseeing operational systems that support quality improvement and audit readiness. This position is responsible for monitoring budgets, tracking expenditures, and managing invoices while coordinating across multiple systems and stakeholders, including providers, internal teams, and community partners. This position will report to the Crisis Care Center Strategic Planning Manager with matrix supervision to the CCC Business Operations Manager and the Capital Development Program Manager.
This recruitment is currently only open to King County DCHS employees. This recruitment is to fill a Term-Limited Temporary (TLT) position that is anticipated to be 18 months in duration. If filled by an employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).
Job DutiesTo be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:
- Coordinate procurement and contracting processes for Crisis Care Centers (CCCs), post-crisis follow-up programs, and related initiatives.
- Assist in preparing, transmitting, and managing Council-related documents in alignment with the Implementation Plan requirements.
- Provide subject matter expertise on crisis service program design, operational policies, procedures, and clinical best practices.
- Develop and maintain standardized operating procedures, including CCC Operations and Capital Development workflows.
- Lead and facilitate project reviews to identify lessons learned, evaluate operational changes, assess impacts, and analyze system-level risks.
- Oversee CCC crisis audit activities, including tool development, project management, and delegation to the Operations team.
- Track and monitor invoicing, budgets, spending, and reporting schedules across programs.
- Coordinate and complete financial documentation and invoicing; manage LOAs and associated administrative processes; and work with project and program teams to monitor budgets and expenditures.
- Collaborate with crisis providers, first responders, hospitals, behavioral health organizations, and managed care plans to ensure strong system coordination and community communication.
- Liaise with internal BHRD teams; facilitate cross-sector meetings; collaborate with other CCC Project Managers; brief the Executive Leadership Team (ELT); and provide project management guidance to senior leadership.
WE ARE LOOKING FOR CANDIDATES WHO HAVE:
- A minimum of three (3) years of experience in program management, grant management, or public administrationor an equivalent combination of education and experience.
- A minimum of one (1) year of experience in auditing.
- Experience with preparation of transmittals for legislative and/or public forums.
- Strong organizational skills, including the ability to manage multiple projects, prioritize competing deadlines, and maintain attention to detail.
- Excellent verbal and written communication skills, including public speaking and presenting complex issues in accessible ways.
- Ability to work independently in a fast-paced, deadline-driven environment and adapt to changing priorities.
- Ability to collaborate with internal BHRD teams on monthly budget monitoring and expenditure tracking.
- Proficiency with Adobe and Microsoft Office applications including Excel, Publisher, PowerPoint, Outlook, and web-based tools.
- Demonstrated success supporting open communication, teamwork, service excellence, learning, and continuous improvement.
- Deep commitment to Equity and Social Justice principles, with understanding of impacts of place-, race-, and policy-based inequities.
- Strategic problem-solving skills, including the ability to anticipate challenges and integrate forward-looking solutions.
- Valid Washington State Driver's License or ability to travel within King County in a timely manner.

- This position has been designated Non-Mission Critical. - The CCC team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The onsite location is Chinook, 401 5 th Ave, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remai n available and responsive during scheduled work hours.
- This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
