Position Description: Directs and oversees TxDOT's fleet acquisition and rental programs. Assist with developing the capital acquisition strategy and detailed plans. Develops vehicle and equipment specifications for procurement based on district/division needs and input from FOD staff. Develops rental strategy and plans based on efficiency and costs. Implements department equipment acquisition policies, programs, and strategies. Approves the FOD Equipment Catalog. Provides oversight and is a member of the Specification Review Committee. Takes appropriate action to ensure on-time deliveries, resolve vendor performance problems and establish a strategic supply chain. Oversees yearly spend analysis to determine necessary actions to close any contract gaps relating to service, rental, and new asset contracts. Monitors all key performance indicators and takes necessary actions to eliminate risks. Reports to the Deputy Director Fleet Operations. Plans, assigns, and supervises the work of others. Work requires extensive contact with high-level executives, governmental officials, private entities, internal agency audiences, and the public. Work requires frequent overnight travel. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties: Advises the Director on technical merits of programs, appropriation of resources, programs, and policies as they relate to departmental operations. Develops a comprehensive, fleet specific acquisition strategy and creates timelines for acquisition of vehicles and equipment. Develops, coordinates, and monitors equipment acquisition, rental and leasing budgets for statewide operations and assists with developing capital acquisition strategy and detailed plans. Manages the acquisition and disposal of all fleet equipment and retires or disposes of equipment in a manner that follows state and federal laws and recovers the best value for TxDOT. Supervises professional and technical staff. Visits district offices to confer with personnel on fleet program effectiveness and makes improvements based on findings. Oversees the inspection of equipment and verification of vehicle and equipment specifications and monitors and evaluates improvements to vehicles and equipment and initiates modifications. Provides oversight and is a member of the Specification Review Committee and approves the FOD Equipment Catalog. Visits vendor sites and inspects equipment and reviews vendor quality of work and makes recommendations based on observations. Performs other job responsibilities as assigned.

Minimum Qualifications: Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications Experience: 5 years of experience in equipment or vocational truck fleet acquisition and fleet management to include 3 years experience using off -the-shelf fleet information management systems (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis. Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.
