Under the General Supervision of the Office of the Commissioner, this employee will be primarily responsible for providing computer technical support, end user problems, work in computer-based information systems, software applications, web resources, computer hardware, and any network and enterprise systems. Employee will serve in a Territory-wide capacity.
This work involves the handling of highly confidential data and material. Employee establishes and maintains databasesapplicable to the day-to-day operations of the Department. Employee will also partake in all policy-making decisions and recommendations relative to the handling of the department’s information technology workload and provide instructionalservices.
Assess network infrastructure on a regular basis to ensure it meets the necessary demands of the department.
Must coordinate between the department and vendors as well as any contractors about the InformationTechnologyinfrastructureanddevelopment,aswellasconsultonanypotentialissues, potential remedies, recommendations or efficiencycontrols.
Diagnose and remedy problems encountered by end-users.
Load and configure software andapplications.
Website maintenance and updates ofinformation.
Installs and configures server workstations including operating systems, network devices and printers.
Must provide troubleshooting assistance primarily in determining the cause of system failures due to malfunctions or any otherissues.
Maintenance of all hardware to include printers and desktopcomputers.
Conduct monthly division site assessments to ascertain any problems and provide technical assistance.
Must create electronic data back-up to prevent the loss ofinformation.
Must log and report all problems received in a monthly report to theCommissioner.
Receive, create, evaluate, and close troubletickets.
Implement security measures and protect the department’s data from any outsideinfiltration.
Installation of any new hardware or software and provide training to employees of itsuse.
Offer suggestions for maintenance, upgrades, and improvements on the department information technologyinfrastructure.
Withinformationtechnologyconstantlychanging,thisemployeemuststayup-to-dateonemerging technologiesandthepossibleeffectivenessoftheseadvancementsonthecurrentnetworksystem.

Performs other related work as required.
Bachelor’s Degree from a recognized institution of higher learning in Information Systems, Computer Science, Data Processing, or any other closely related field and two (2) years Technical Computer/Networking experience or related work.
OR
Associate degree from a recognized institution of higher learning in Information Systems, Computer Science, Data Processing, or any other closely related field and four (4) years Technical Computer/Networking experience or related work.
FACTOR 1 – KNOWLEDGE REQUIRED BY THE POSITION ExtensiveknowledgeinthefieldofInformationTechnology,localreanetworks,servers,computer operating systems, and other related systems to includetroubleshooting.
Must have knowledge of programming, software, hardware, computer science in order to demonstrate proficiency.
Must be able to comprehend detailed computerinstructions.
Ability to handle multiple rolessimultaneously.
Excellent information technology communications, leadership and managementskills.
Must have a track record of maintaining the integrity of information technologystructures.
Knowledge of local and federal laws, departmental and GVI rules, regulations andpolicies.
Knowledge of a variety of network managementsoftware.
Knowledge of servers, routers, firewalls, ISP’s, software and any other knowledge within the information technologyfield.
Knowledge of the interconnectivity of the GVI’s enterprise resource system, contact with internal and external users of theenterprise.
Ability to communicate with co-workers; establish and maintain effective working relationship with employees and all individuals in this line ofwork.
Ability to read, write, comprehend, and follow oral and writteninstructions.
FACTOR 2 – SUPERVISORY CONTROLS Employee works under the supervision of Commissioner who outlines scope of work, goals and objectives and furnishes guidance only in new situations and on critical issues.
Employee plans and schedules own work and/or work of others based on the understanding of broadly defined objectives and priorities. Supervisor reviews work upon completion through meetings, monthly reports and achievement of objectives.
FACTOR 3 - GUIDELINES Employee is expected to use knowledge acquired through training and experience in making independent decisions. Federal and departmental guidelines and procedures must be followed.
FACTOR 4 - COMPLEXITY Work is of a demanding, confidential, and organizational nature that involve various duties with changing situations,andtimepressures.Dutiesrequireahighdegreeofconcentrationsincedifferentfactorsmustbe considered and weighed before decisions can be reached. Work involves a complicated task requiring coordinating numerous processes/methods, careful interpretation and excellent judgment;
FACTOR 5 – SCOPE AND EFFECT To provide computer technical support, end user problems, while maintaining databases applicable to the day-to-day operations of the department.
FACTOR 6 – PERSONAL CONTACTS Personal contacts are with the supervisor, co-workers, vendors, and other government agencies. The purpose of the contacts is to exchange information to process information technology documents, compile reportsandtocorrectandtroubleshooterrorstodeterminethecauseofsystemfailuresduetomalfunctions or any otherissues.
FACTOR 7 – PURPOSE OF CONTACTS Explains the purpose of the personal contacts such as to give or receive information, motivate, influence, negotiate, etc.
FACTOR 8 – PHYSICAL DEMANDS Physical demands include lifting boxes of equipment, pulling and installing of cables and other wiring.
FACTOR 9 – WORK ENVIRONMENT Work environment involves normal everyday hazards or discomforts typical of offices, meeting and training rooms, comfortable levels of temperature, ventilation, lighting and sound are inherent in the work environment. Employee works in an office while maintaining the databases applicable to the day-to-day operations of the department. Employee is required to travel between districts.
