General Statement of Duties / Distinguishing Features of the Class
The Safety and Training Coordinator develops, coordinates, implements, and evaluates the City-County's occupational safety and health management, training, and employee development programs within the City-County of Butte-Silver Bow’s organization. The position is responsible for promoting a safe work environment through hazard identification, accident prevention, regulatory compliance, employee education, and organizational initiatives. The Safety and Training Coordinator develops programs and procedures to reduce workplace injuries and illnesses, improve employee knowledge and skills, strengthen supervisory effectiveness, and support a culture of safety and continuous improvement throughout the organization.
The Safety and Training Coordinator serves as the City-County's primary resource for occupational safety, training administration, emergency preparedness, and workforce development. The position reviews, evaluates, and analyzes work environments, and design programs and procedures to control, eliminate, and prevent disease or injury caused by chemical, physical, and biological agents or ergonomic factors. As well as, conducts workplace inspections, accident investigations, training needs assessments, and organizational safety reviews; develops and delivers employee and supervisor training programs; coordinates compliance and certification requirements; and provides technical guidance to departments regarding safety, and training.
Distinguishing Features of the Class
This is responsible professional, technical, and administrative work involving the development, implementation, coordination, and evaluation of the City-County's safety, health, and training programs. Work is performed under the general direction and supervision of the Human Resources Director; however, considerable latitude is granted for the exercise of independent judgment, initiative, and decision-making in the administration of safety programs, employee training and development initiatives, regulatory compliance activities, emergency preparedness planning, and organizational risk reduction efforts.
The Safety and Training Coordinator serves as the City-County's primary resource for occupational health and safety, employee training and development, and is responsible for developing and recommending policies, procedures, training programs, and operational improvements designed to promote a safe, productive, and compliant workplace. The position regularly analyzes organizational needs, evaluates program effectiveness, develops strategic recommendations, and provides technical guidance to management, supervisors, employees, committees, regulatory agencies, and elected officials. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with Butte-Silver Bow City-County employees, public officials, compliance agencies, and the general public.
Examples of Essential Work (Illustrative Only)
Develops, implements, and administers the City-County's occupational safety and health programs.
Conducts workplace inspections, safety audits, and hazard assessments.
Provides safety oversight and technical assistance for City-County construction, utility, and infrastructure projects to ensure compliance with applicable safety standards.
Identifies unsafe conditions and recommends corrective actions.
Investigates employee safety concerns and complaints and recommends corrective actions as appropriate.
Investigates accidents, injuries, incidents, and near-miss events and recommends preventative measures.
Design and implement workplace processes and procedures that help protect workers from potentially hazardous work conditions.
Administers the Safety Data Sheet (SDS) and Hazard Communication Programs.
Implement hazardous materials management and hazard communication standards.
Maintains current knowledge on all applicable safety laws and regulations and implements changes as needed.
Ensures compliance with OSHA regulations, the Montana Safety Culture Act, and other applicable safety requirements.
Maintain and apply knowledge of current policies, regulations, and industrial processes.
Develop or maintain hygiene programs.
Monitors safety performance and develops recommendations to reduce injuries, illnesses, and organizational risk.
Respond to employee complaints and investigate for the purpose of identifying hazards.
Develops annual safety goals, objectives, and performance measures.
Develops and promotes safety awareness campaigns and educational initiatives to improve employee engagement and accident prevention.
Coordinates and oversees the City-County Safety Committee program in accordance with the Montana Safety Culture Act, including establishing and supporting departmental safety committees, facilitating regular committee meetings, maintaining meeting records, tracking corrective actions, monitoring committee effectiveness, and ensuring employee participation in workplace safety initiatives.
Evaluates the effectiveness of departmental safety committees and recommends improvements to strengthen employee involvement in workplace safety.
Develops and administers near-miss reporting and hazard reporting programs.
Develops employee safety recognition and safety awareness programs.
Conducts safety culture assessments and recommends organizational improvements.
Serves as a resource to departments regarding occupational health and safety practices, including workstation setup, safe work methods, injury prevention, and employee wellness related to workplace conditions.
Coordinates ergonomic assessments and provides recommendations to reduce workplace strain, repetitive motion injuries, and other occupational health concerns.
Tracks and reports safety performance metrics and organizational trends.
Promotes employee engagement and accountability related to workplace safety.
Develops and administers annual training and workforce development plan.
Conducts organizational training needs assessments and develops department-specific training plans.
Conducts new employee orientation.
Develops, coordinates, and conducts supervisor and leadership development training.
Administers annual compliance training programs.
Maintains training records, certifications, licenses, and compliance documentation.
Administers learning management systems (LMS) and training tracking systems.
Develops training metrics and prepares reports regarding training participation, effectiveness, and compliance.
Coordinates outside training vendors, instructors, consultants, and educational resources.
Coordinates emergency preparedness and emergency action planning activities.
Assists departments in developing and maintaining emergency action plans and response procedures.
Assists with continuity of operations planning and business continuity initiatives.
Participates in emergency response planning efforts and serves as a safety resource during emergency incidents, exercises, and recovery activities.
Develops annual goals and objectives.
Conducts trend analysis related to injuries, incidents, training participation, and organizational risk factors.
Assists with the preparation and administration of safety and training budgets.
Develops recommendations for resource allocation, program improvements, and risk reduction strategies.
Prepares reports, presentations, and recommendations for executive leadership, committees, and elected officials as required.
Maintains records and prepares required regulatory and management reports.
Serves on the Local Emergency Planning Committee and subcommittees as requested.
Attends meetings, conferences, and training sessions as requested and authorized.
Perform related work as required.

Perform all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety-related meetings, training sessions, fit testing, etc.

Acceptable Experience and Training
Bachelor's degree in Occupational Safety and Health, Industrial Hygiene, Human Resources, Organizational Development, Public Administration, Education, Training and Development, or a closely related field; or
Three (3) years of progressively responsible experience in occupational safety, training administration, workforce development, emergency preparedness, risk management, or a related field; or
Any equivalent combination of experience and training that provides the knowledge, skills, and abilities required to perform the work.
Required Special Qualifications
Must possess a valid driver’s license issued by the State of Montana or the ability to obtain one within a reasonable period of time upon accepting employment.
Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.
