The Team
The Strategy & Policy Function, within the Corporate Services Office, leads a drive for excellence, managing and overseeing the execution of the strategy delivery programme. This function also manages and coordinates external policy developments, our engagement with Government and thought leadership within the organisation.
Job Purpose
The purpose of the Policy and Government Engagement Manager is to support the delivery of the business strategy by leading the management and coordination of the company’s engagement with Government, driving the development and communication of key policy positions for the organisation and leading the coordination of strategic messaging and engagements. The role holder will be required to consider a complex policy, regulatory, political and stakeholder environment and to develop strategic engagement through a variety of media. They will have the opportunity to work across all areas of the business and engage with key decision makers including the Executive Team and the EirGrid Board.
The role holder will have a background in policy and will be savvy to political sensitivity, as well as having the ability to develop strategic relationships with key stakeholders both internal and external. They will also be responsible for providing strategic business insights, as well as external analysis to stakeholders to assist in the delivery of the strategic priorities.
Key Responsibilities
- Lead the management of our extensive engagement with key Government Departments ensuring a coordinated approach across the organisation and consistent messaging in our communication.
- Work with multiple internal contacts as well as stakeholders across various Government Departments to ensure policymakers have access to relevant, timely, and accurate information to support energy‑related decisions.
- Develop and maintain strategic relationships with key political and policy stakeholders.
- Lead a team in monitoring and analysing developments in the energy policy landscape, both nationally and internationally and communicate this to the organisation.
- Develop clear, consistent, and impactful strategic messaging for external stakeholders, including government, regulators, and industry bodies.
- Lead the development of EirGrid Group’s policy positions and thought leadership on key areas and emerging themes and trends.
- Ensure these key policy positions and messages are incorporated across our external activities and engagement.
- Lead the coordination and development of responses to public policy consultations.
- Collaborate across the organisation to ensure alignment between policy developments, strategic messaging, and business strategy.
- Identify emerging trends, risks, and opportunities that may impact EirGrid’s strategic objectives and communicate these appropriately to the organisation.
- Lead strategy‑related research activities including industry, regulatory and policy trend analysis including developing position papers and briefings.
- Lead the identification of risks and opportunities to the execution of EirGrid’s strategy and work with the business owners to mitigate or exploit these.
- Support the delivery of key corporate governance requirements for compliance with the Code of Practice for the Governance of State Bodies.
- Ensure strategic and business issues and proposed solutions are highlighted appropriately to the Head of Strategy & Policy.
- Represent EirGrid at external forums and events.
- Manage specific assigned projects and initiatives on behalf of the Chief Executive and the Executive Team.
- Prepare presentations and papers for the Chief Executive and the Chairperson, to support them in engaging with the Board and external stakeholders.
Knowledge, Skills, and Experience
- Excellent communication skills, with the ability to convey technical information clearly to both technical and non‑technical stakeholders.
- Strong leadership and collaboration capabilities to engage cross‑functional teams in our engagement and thought leadership initiatives.
- Strong business acumen and commercial understanding.
- Strong analytical skills and rigorous attention to detail.
- Political awareness and ability to build credibility and strong relationships with senior stakeholders both internal and external. Ability to influence and engage in constructive challenge.
- Strong collaboration and interpersonal skills; ability to navigate the organisation and garner support from multiple areas to deliver initiatives.
- Ability to multi‑task and prioritise under pressure of deadlines, while working independently; knows when and how to escalated appropriately.
- Qualified to degree or masters level in a relevant discipline.
