AZ Transportation Planning Group Leader

Job Description:

Oversee the Arizona (AZ) Planning group in our transportation practice of the company. Responsible for directing and leading teams of planners and engineers focused on long-range planning, corridor studies, multimodal development, and early-phase project prioritization in the Arizona and surrounding southwest geographic market. Required to interface with clients, and Federal, Local, and State government contacts for regional transportation and municipal planning projects located anywhere within the described region.

Primary Job Duties:

• Group Leader:
• • Lead a diverse team and contribute to the continuous growth of the Planning group.
• Contribute positively to a committed, professional team environment.
• Manage the financial performance and reporting requirements of our Planning group.
• Recruit key Planning group staff to extend our practice capabilities.
• Mentor Planning group staff for their career development.
• Strategic life-cycle management of tools, equipment, and technology for the Planning group.
• Project Management:
• • Develop project scopes and budgets, interface with and maintain clients, mentor and development of junior staff, and development of project plans and schedules.
• Meet with clients to prepare and or validate proposed scopes of work.
• Prepare fee proposals for transportation planning and analysis work.
• Ensures internal communication and coordination of design efforts occurs.
• Contribute technical specialization for the transportation planning practice.
• Provide technical knowledge in multimodal transportation planning and policy for federal, state, and local governments.
• Project Planning & Analysis:
• • Apply a broad understanding of civil engineering and other fields to reach innovative and interdependent solutions.
• Develop long-range transportation plans (RTPs), regional transportation improvement programs (TIPs), and corridor master plans.
• Conduct feasibility studies, alternatives analyses, NEPA/environmental screening, and multimodal corridor assessments (transit, bicycle, pedestrian).
• Conduct travel demand modeling, demographic forecasting, and air quality conformity analysis forming the basis of design recommendations.
• Generate clear and concise technical reports summarizing analysis findings, description of the issues, and recommendations with supporting rationale.
• Read and interpret engineering plans, specifications and reports.
• Prepares and checks reports, analysis calculations, cost estimates, and recommendations.
• Experience speaking to the public and interacting with local and state agencies is preferred.
• Demonstrate clear and concise, oral and written communication skills, and a demonstrated ability to coordinate meetings, resources, and presentations

Job Qualifications (Education, Experience, and Skills):

• Minimum Education: Bachelor's degree in Civil Engineering or a related field (e.g., Urban Planning, Transportation).
• Must have a minimum of ten (10) years of transportation planning and/or civil engineering experience.
• Must be a registered Professional Engineer (P.E.) or possess a related professional certification and be eligible for registration in the States where the company has offices.
• Other certifications are a plus but not required, including AICP (American Institute of Certified Planners) and/or PTP (Professional Transportation Planner) certification.
• DOT and municipality experience in all facets of transportation planning and project initiation for multiple states.
• Good analytical, problem solving and data management skills are essential.
• Must be a good communicator with experience in technical writing, and oral presentation.
• Must demonstrate ability to manage projects, develop work, and provide excellent client service.
• Travel is required when necessary.
• Proven knowledge and skills in both GIS platforms (ArcGIS) and Microsoft Office/data visualization tools.
• Preferred candidates will have skills using Travel Demand Modeling software (e.g., TransCAD, CUBE, or regional models), HCS, and demographic analysis tools.
• Knowledge of roadway modeling software a plus: Civil 3D and InRoads.
• Marketing experience is a plus.
• Valid Driver's License, with the ability to maintain insurability under the company's insurance carrier.

This position will require general supervision and will have to use independent judgment within established guidelines. Generally, uses the advanced knowledge to analyze, interpret, or make deductions from varying facts or circumstances. Will need the ability to establish rapport quickly with others working on the same project, and be able to promote a positive team environment. Working knowledge of dealing with a diverse population while using tact, diplomacy, and respect.
