JOB DESCRIPTION
Performs responsible administrative and professional work in developing, coordinating maintaining, and enhancing the daily operations of the County's Emergency 9-1-1 System. Reports to the County Managerand performs work independently following established practices and clear-cut policies and laws in the performance of the majority of duties. Work is reviewed through conferences, reports, and observation of results obtained.
Training and Experience
Minimum requirements: Graduation from an accredited high school or possession of an equivalency diploma and at least four (4) years' experience in System Analysis, Communications or a closely related field; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities to perform the job.
Professional Licenses/mandatory requirements
Must possess a valid Florida Driver's License. Must be a resident of Columbia County within the first six (6) months of employment.

Knowledge, Skills and Abilities
· Knowledge of the principles and practices of administrative management and supervisory management
· Knowledge of the 9-1-1 system, policies, procedures and administration
· Knowledge of the telephone and radio equipment used in E9-1-1 Systems, logging recorders and all department equipment
· Knowledge of 9-1-1 Data Base software programs Knowledge of Florida Statutes related to emergency communications
· Knowledge of FCC Rules and Regulations regarding the use of radio systems
· Knowledge of public safety practices, procedures and methods
· Ability to communicate effectively in oral and written form, understand and follow complex oral and written instruction
· Ability to think clearly and react effectively in emergency situations
· Ability to coordinate the County's 9-1-1 program with various jurisdictions, system providers, public agencies and the general public
· Ability to manage and prepare annual budget at County and State levels
· Ability to gather and analyze complex data and prepare and present technical reports
· Ability to plan and deliver presentations to citizen and governmental groups
· Ability to coordinate and direct the work of other employees
· Ability to establish and maintain effective working relationships with other departmental employees, other County departments, public agencies and the general public
· Ability to read information provided in a written and electronic medium
· Ability to speak clearly and distinctly and to listen and paraphrase effectively
· Ability to write legibly and discern colors

Essential Functions
· Responsible for the supervision, coordination and review of all activities of the Emergency 911 System. Responsible for all functions within the department including ensuring the effective use of personnel and other resources
· Conducts or attends staff meetings and directs subordinates in the identification and establishment of departmental objectives consistent with the goals of the department
· Directly supervises all personnel including completing performance appraisals
· Responsible for scheduling and assignment of work shifts
· Responsible for screening and recommending qualified applicants for employment. Ensures all personnel meet training requirements
· Responsible for order and discipline of all staff members
· Delegates responsibility and authority to subordinates commensurate with their respective positions
· Writes or reviews position descriptions and maintains a competent and motivated work force through work assignments, performance evaluations, counseling, training and disciplinary actions
· Develops written policy and procedures, written plans, status reports and statistical reports
Oversees, manages and prepares annual budget
· Regularly uses telephone, written correspondence and personal contacts, organizes and coordinates interagency, multi-user studies involving local elected officials, responsible members of the public, and private agencies
· Researches, identifies and analyzes technical and operational needs and options Responsible for the cleanliness and maintenance of the department
· Responsible for ordering and purchasing all required support items. Responsible for all recorded and written documentation and the maintenance of such documents
· Responsible for all evidence requests from other agencies and the integrity of all documents released
· Deals professionally with the public and maintains a professional relationship with supervisors and the general public
· Required to work during a local declared state of emergency

Work Environment
Duties are performed indoors and outdoors with exposure to weather conditions. Works in office environment, normally seated; at times is required to sit for extended periods of time at a computer terminal in a stressful environment. On call 24 hours per day 7 days a week. Subject to being called out at any time, day or night, due to emergencies.
Essential Physical Skills/Demands
Ability to use both hands while in various positions of walking, standing, stooping and crawling while performing duties and computer trouble shooting. Acceptable eyesight and hearing (with or without correction), lift and move up to 25 pounds, and sit for extended periods of time.

Pay: $75, $90,000.00 per year
