Under general direction the CLIA Laboratory Director, plans, organizes and directs the activities of the public health laboratory; coordinates laboratory programs with other programs in the department; assigns, instructs and reviews the work of laboratory personnel and does related work as required.

Responsible for the overall administration of the microbiology and medical laboratory services of the Health Services Department's Public Health Division.

Salary range for this position is: $70,304 - $75,000 per year depending on experience/qualifications.

This is a part time, benefited position, 20 hours a week.

ESSENTIAL FUNCTIONS

  • Ensures compliance with all State and Federal regulations governing Public Health Laboratories.
  • Plans, organizes and directs the activities and staff of the public health laboratory
  • Coordinates the work of the laboratory with other division and department programs
  • Determines types of tests and analyses to be made
  • Evaluates laboratory methods and procedures
  • Performs research for the purpose of testing and evaluating laboratory methods, devising new procedures and simplifying existing tests
  • Supervises the training of laboratory personnel
  • Provides instruction in special procedures to staff
  • Supervises maintenance of equipment
  • Serves as resource and technical consultant to local physicians, local clinical and hospital laboratory personnel and health department staff
  • Reviews difficult tests and analyses
  • Determines capital and equipment needs
  • Prepares administrative and technical reports

JOB QUALIFICATIONS

Certificates/Licenses/Clearances

Possession of a valid Public Health Microbiologist Certificate issued by the State of California.

Education:

Possession of a Master's degree from an accredited college or university in a chemical, physical, biological or clinical laboratory science.

Experience:

Four (4) years of full-time (or its equivalent) experience as a certified microbiologist in a public health laboratory including at least two (2) years which must have involved directing laboratory operations and supervising subordinate staff.

KNOWLEDGE, SKILLS AND ABILITIES:

  • The principles of microbiology and immunology
  • The proper techniques, equipment and terminology used in the examination of human, animal and environmental specimens
  • Personnel and fiscal administration
  • Current laws and regulations required for public health laboratories

Ability to:

  • Plan, organize and direct the operations of a public health laboratory
  • Develop and manage contracts and grants
  • Effectively motivate, coach, counsel, supervise and discipline staff
  • Establish and implement employee health and safety precautions
  • Communicate effectively both verbally and in writing
  • Establish and maintain effective working relationships with other divisions, departments, agencies and the public
