Temporary Promotion Duties

This position is being filled as a temporary promotion at the GS-14 level, Not To Exceed (NTE) 12 months. The temporary promotion may be terminated earlier or extended, consistent with applicable regulations and agency policy, and may be curtailed at any time based on organizational needs or the employee's performance. This position directs a program segment of complex human resources work which provides support to VISN medical centers and activities. These services provided support and significantly affect VHA meeting its mission goals and responsibilities and involves, or has the capability of substantially impacting, the provision of essential support operations to numerous, varied and complex technical, professional and administrative functions. Duties include but are not limited to the following:

  • Plans and carries out short- and long-range projects and studies to identify and resolve problems pertaining to various HR program areas.
  • Research HR laws, policies, regulations and reference materials; analyzes information; selects appropriate approach; and recommends corrective action.
  • Provides expert advice on policy, directives and guidelines on a full range of matters pertinent to assigned functions.
  • Directs, coordinates and oversees the work of subordinate supervisors and employees within the VISN SSU.
  • Advises management on a range of employee and labor law issues such as disciplinary and adverse actions, settlement agreements, congressional correspondence, OAWP, DAB, AIB, fact findings, grievance examiners, state licensure reviews, suitability, Drug Free Workplace, Workplace Violence Prevention Program, and third-party hearing representation.
  • Analyzes information, develops solutions, prepares analytical reports and presents findings and recommendations to appropriate management officials for corrective actions or program changes.
  • Plans and drafts HR management policies and guides to meet the needs and goals of the VISN and for use by HR SSUs.
  • Frequently interprets regulations, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves conflicts that arise from the staff or the customer.
  • Responsible for finding and implementing ways to eliminate or reduce significant bottlenecks and barriers to production, promotes team building, or improvement of business practices.
  • Oversees and recommends innovative methods and strategies to resolve problems of job turnover, short and long-term workforce planning, downsizing and reinvention initiatives while ensuring the correctness and propriety of actions taken.

The selectee can work from their current duty location, and there is no requirement to relocate or change their assigned duty station as a result of this temporary promotion. Work Schedule: Full Time, Monday through Friday, 8:00 a.m. - 4:30 p.m.

This position may be authorized for Ad-hoc telework. Telework eligibility will be discussed during the interview process.
