This position is located in FEMA's Office of the Chief Information Security Officer (OCISO). The ideal candidate will have a background in Information Systems Security Manage (ISSM) and Information Systems Security Officer (ISSO) roles and will possess experience in Information Technology (IT) security, risk assessment, and compliance. Experience leading teams to implement, manage, and oversee security controls and policies for agency information systems is highly preferred. Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement. To qualify for this position at the GS-15 level, you must possess one full year of specialized experience equivalent to at least the GS-14 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Specialized Experience Developing plans to ensure that all acquisitions, procurements, or outsourcing efforts address information security requirements consistent with organizational goals; AND Overseeing the development, analysis, and publishment of cyber policy in support of cybersecurity initiatives and regulatory compliance; AND Developing comprehensive cybersecurity strategies or policies that align with national cybersecurity priorities to ensure organizational compliance with federal standards; AND Implementing programs to ensure that systems, networks, and data users adhere to systems security policies and procedures. In addition to the above specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. IT Competencies Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
