Overview The Human Resources Business Analyst III supports county departments in recruitment, employee and labor relations, performance management, legal compliance, and policy/contract administration. This role also serves as the county’s benefits and wellness program administrator and leads the County-wide Benefits and Wellness Committee.
HR Consultant to County Managers/Employees
Provide interpretation and advice regarding disciplinary procedures, employment law, employee benefits, recruitment and selection, and policy and collective bargaining agreements.
Act as a point of contact for information requests, grievances, BOLI complaints, and other inquiries.
Coach managers and employees on performance management, improvement, and engagement.
Investigate and address employee relations issues such as harassment, complaints, misconduct, and other concerns.
Advise on compliance with ADA, FMLA, OFLA, and related regulations.
Facilitate problem‑solving and conflict resolution activities.
Health and Wellness Programs
Oversee, plan, and coordinate county benefit programs, including program improvement and budgeting.
Respond to claims, quality of care, and coverage issues; provide technical guidance to the Leaves & Benefits Analyst.
Lead the Benefits and Wellness Committee and consult on benefits‑related problems and employee packages.
Oversee County Open Enrollment processes to meet payroll and insurance contract deadlines and develop communication plans.
Special Projects
Develop and deliver training on employment laws, personnel policies, recruitment/interview processes, and associated procedures.
Identify, manage, and report on human resource studies and projects, including data collection and performance measures.
Serve as backup for senior analysts in employee/labor relations, HRIS, and other areas.
Assist with recruitment, performance management, HRIS, policy development, and implementation.
Manage other assigned special projects as a project manager.
Labor Relations
Provide support and advice during the grievance process.
Compose, review, and recommend revisions to reports, manuals, policies, and collective bargaining agreements.
Assist in developing bargaining concepts.
Support the collective bargaining team through research.
Benefits
Generous time off: 11 paid holidays, 2 floating holidays, monthly vacation accrual plus sick leave.
Health insurance: $0 premium for medical, dental, and vision; coverage for eligible family members and dependents up to age 26. The county contributes up to $1,900 per year to Health Savings or Health Reimbursement accounts.
Funds roll over annually; can be used for non‑traditional items such as over‑the‑counter medications.
Retirement: 6% contribution to Oregon PERS and 3% to a 457b plan after six months of employment.
Wellness program: Interactive, personalized approach including seminars, challenges, and incentives.
Additional coverage: 100% employer‑paid AD&D ($100,000), life ($50,000), and long‑term disability coverage with optional supplemental plans.
Salary range: BA2: $74,085 – $101,026; BA3: $80,013 – $102,108. Eligible for two salary raises within the first year based on performance.
Minimum Qualifications
Human Resources Business Analyst 2 (BA2):
Bachelor’s degree in human resources, organizational development, business, or related field.
Two years of exempt‑level HR experience including employee relations.
Human Resources Business Analyst 3 (BA3):
Bachelor’s degree in human resources, organizational development, business, or related field.
Three years of exempt‑level HR experience including employee relations.
Cover letter required (≤ two pages) describing experience related to the above qualifications.
