Job Summary This onsite role requires the selected candidate to work from an HHS office in Austin, Texas. HHSC Social Services Applications division seeks a Senior Logical Database Administrator / Database Developer with a proven track record in developing and maintaining high‑performance enterprise software solutions using Agile methodologies. The role is critical to ensuring that the TIERS applications portfolio remains available and in service for HHSC staff and the citizens of Texas, within a fast‑paced, customer‑service environment.
Responsibilities
Design, develop, maintain, and improve database solutions and the databases underlying the TIERS applications portfolio.
Work closely with application development teams, business stakeholders, and partners to enhance the TIERS applications portfolio and implement new solutions.
Build databases and applications using web platform technologies such as Java/J2EE, SOAP/REST, Spring, JPA, jQuery, AngularJS, IBM WebSphere, Oracle, PostgreSQL, and more.
Perform advanced logical database administration and development, performance monitoring, tuning, and support for the application development teams, testing, and defect repair.
Utilize Agile development practices for backlog grooming and user story development.
Design, develop, build, and test databases to support application enhancements and improve scalability and stability.
Provide application and database operations triage, troubleshooting, and resolution of functional and performance issues, including on‑call support as required.
Essential Job Functions (EJFs)
Own application‑specific database design efforts, including development, tuning, and maintenance of database structures, performance, security, and recovery.
Provide technical guidance, education, and support to development teams on database concepts and techniques.
Administer and monitor application databases in production and non‑production environments, ensuring performance and data integrity.
Support web‑based Java applications, troubleshoot defects, and implement performance improvements.
Configure monitoring tools, plan for capacity, and develop policies to ensure consistent application of database best practices.
Evaluate and recommend database software upgrades, coordinate installations, and test updates to maintain SLA compliance.
Collaborate with scrum masters, architects, developers, administrators, analysts, and other stakeholders to meet technical standards and customer requirements.
Comply with all applicable federal, state, and agency policies, procedures, and regulations.
Perform additional duties as assigned.
Knowledge, Skills, and Abilities (KSAs)
Knowledge of software development practices, SDLC, and industry‑accepted methodologies.
Knowledge of database structures, theories, technologies, and data analysis techniques.
Knowledge of computer programming, systems design, and operating systems.
Skill in technical analysis, database design, and planning.
Ability to work effectively with Oracle 11g/19c, PostgreSQL, Windows Server, Unix (Solaris), and Linux.
Ability to troubleshoot and resolve complex software and database problems.
Expertise in performance tuning using Oracle methodology, internal views, performance tools, and scripting.
Skill communicating with staff and users to build relationships, provide consultancy, document issues, and prepare accurate reports.
Ability to manage multiple deadlines and work under pressure.
Ability to contribute to teamwork and continuously improve performance.
Ability to produce reliable, accurate, high‑quality results.
Initial Screening Criteria Graduation from an accredited college or university with a bachelor’s degree in computer science, information systems, or a related field is highly preferred. A high school diploma or GED plus four years of relevant paid full‑time work experience may substitute for a degree.
Preferred Experience
8+ years of logical database administration or related enterprise‑class experience.
5+ years of Oracle 11/19 logical database administration, including data modeling, stored procedures, scripts, and SQL tuning.
5+ years supporting application development teams and multiple development cycles.
4+ years of experience with Oracle 19 and/or PostgreSQL in an enterprise‑scale environment.
4+ years of experience with Java/J2EE/WebSphere enterprise applications.
4+ years of database programming or script writing.
2+ years supporting Oracle 19 upgrades, RAC, BIG Data, Goldengate, ASM, Dataguard, RMAN.
2+ years supporting migration from Oracle to PostgreSQL.
2+ years supporting enterprise‑scale databases in Azure, Amazon, or Google Cloud platforms.
Additional Information Any employment offer is contingent upon available budgeted funds. The salary will be determined in accordance with HHSC Human Resources Manual limits. Selected candidates must be legally authorized to work in the U.S. without sponsorship and must be willing to commute to the office on required days.
