Overview State Water Resources Control Board – Division of Information Technology – seeks an Information Technology Manager I (Application Development Manager). The position is located at 1001 I Street, 8th Floor, Sacramento. Salary: $9,387.00—$12,579.00 per month.
Responsibilities
Plan and coordinate ongoing unit operational activities, including research, development, standardization, implementation, and management of custom application systems.
Manage complex applications utilizing ESRI ArcGIS server, ArcGIS Online, ArcGIS Portal, Azure Services, C#, MVC, Java EE, Angular, COTS, SaaS, cloud‑based architectures, Microsoft Power Platform, IIS, Enterprise Java Beans, Java Server Pages, Java Server Faces, Hibernate, Oracle, MSSQL, MySQL, Snowflake, JBoss EAP, jQuery, Web Services, Red Hat Enterprise Linux, and Windows Server.
Provide services across IT domains: Business Technology Management, IT Project Management, Software Engineering, and System Engineering.
Minimum Qualifications
Integrity, initiative, dependability, good judgment, ability to work cooperatively with others, and ability to perform assigned duties.
Valid driver’s license if driving is required.
Education or experience as specified in the class specification.
Desirable Qualifications
Managerial and technical knowledge of ASP.NET, C#, Java EE, IIS, JBoss EAP, MVC, Enterprise Java Beans, Java Server Pages, Java Server Faces, Hibernate, jQuery, Angular, Azure services, Power Platform, Web Services, and enterprise database technologies such as MS SQL and Oracle.
Experience with cloud migration to Microsoft Azure, Amazon Web Services, COTS cloud solutions, and SaaS offerings.
Experience with Agile development, systems integration, database design, performance tuning, data migration, security practices, and third‑party application coordination.
Project management experience: scope definition, scheduling, resource planning, risk identification, procurement, and stakeholder communication.
Strong communication, presentation, and stakeholder engagement skills.
Ability to work with minimal supervision and adapt to changing priorities.
Knowledge of Systems Development Life Cycle.

Include managerial and technical work experiences from the following technology groupings: a) GIS: ESRI ArcGIS server, ArcGIS Online, ArcGIS Portal, or equivalent b) DBMS: Oracle, MSSQL, Snowflake, or equivalent c) Custom Web Application Systems: Angular, C#, MVC, IIS, Java EE, JBoss, or equivalent d) Cloud-Based Architectures: Microsoft Azure, COTS cloud-based solutions, SaaS technology offerings, Snowflake, Amazon Web Services (AWS) Cloud, or equivalent e) Agile development methodologies 2. Describe your leadership style and experience leading both technical and non‑technical staff. How do you get the most out of your teams? How does your style differ when leading technical and non‑technical staff? 3. In your experience, what are the main reasons an application development project fails to go live/into production? What measures can you/have put in place to ensure this does not happen?
