Program Manager will NOT directly manage IT projects for the State of Michigan. This position will provide portfolio governance, investment management, and quality assurance services to ensure the effectiveness of the states IT investments.

ITIF Program Manager

The Information Technology Investment Fund (ITIF) is a special fund appropriated by the Legislature to enable the State of Michigan to modernize and deploy various critical IT systems throughout the State. These projects include participation of not only DTMB but also other State agencies. Some projects will be completed this fiscal year; others span several years. Some projects are funded solely by the IT Investment Fund; others involve funding from other sources.

The Legislature appropriates funding annually which is targeted for IT investment. An Investment Management Governance Board was created. The purpose of the IT Investment Management Governance model is to oversee the following activities:

  • Evaluation and validation of investments in ITIF projects.
  • Evaluation and validation of investments in non-ITIF Enterprise projects.
  • Governance and oversight of SOMs Investment Management program.
  • Management of risk in both project execution and decision-making, thereby preserving financial resources and ensuring value propositions are realized.
  • Definition and measurement of fund performance; this includes the initiation of activities and introduction of change as required to address organizational performance deficiencies that impact the fund.

The State of Michigan setup an ITIF team within the Enterprise Portfolio Management Office (EPMO) to provide an objective evaluation of ITIF projects by applying standard methodology and measurements to project activities. This team helps the State generate an accurate status for the projects and will promote the timely handling of risks, issues, and changes. This team also conducts project assurance as a planned, systematic review activity to determine projects are employing the processes necessary for success.

Position duties:

  • Conduct regular meetings with ITIIF project managers. Help develop reporting/communication mechanisms for projects.
  • Create, manage, and implement quality assurance plans for high profile projects.
  • Proactively mentor project managers identifying and managing risk and issues plans.
  • Assist in the preparation of project status reporting that addresses, at a minimum, task status, deliverable completion, budget expenditure, completion estimate, resource assessments, schedule adjustments, problem/risk/issue identification and corrective action planning.
  • Support in the training of PMs and other state resources on performing quality assurance tasks as needed. Proactively mentor project managers identifying and managing risk and issues plans.
  • Assist with business/technical decisions related to the use of software to align to business needs and budget constraints.
  • Advise DTMB on managing contracts for development efforts.
  • Help develop and maintain effective, customer-focused, and usable communications for program/project reporting.
  • Provide SME support and contribute to all efforts supporting the design, delivery and sustainment of IT Readiness and Benefits Realization activities used in the selection, prioritization, planning, and ongoing monitoring for IT investments.
  • Create presentations, briefings, training/awareness materials, and progress reports.
