Financial Systems Business Analyst (Data Analysis) Quattro Consulting, an operating firm of Command Holdings, is seeking a Financial Systems Business Analyst to support the Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic in Norfolk, VA. The ideal candidate is a technically skilled data professional with demonstrated experience building automated financial reporting solutions, working with ERP systems, and applying modern analytics tools to solve complex financial management challenges. This role is well‑suited for someone who thrives on turning raw financial data into scalable, automated workflows and clear decision‑ready insights for senior government stakeholders.
Responsibilities
Conducting financial analysis, including developing cost projections and trend analysis.
Building, tracking, and reporting on financial metrics to ensure required services are delivered to the client on schedule and within scope.
Partnering with the client to identify opportunities for process improvement and develop new tools to streamline contract compliance within the command.
Designing and deploying automated reporting tools and dashboards using Power BI, Power Query, VBA, or Python to streamline contract compliance and financial visibility within the command.
Developing and maintaining financial data workflows supporting Non‑labor and Labor functions across Financial Accounting (FA), Funds Management (FM), and Project Systems (PS) modules.
Work Environment
Moderate noise (i.e. business office with computers, phone and printers) and/or occasional loud noise (airfield, large equipment).
Ability to sit at a computer terminal for an extended period of time.
Physical Demands

Qualifications Basic Qualifications
Bachelor's degree //OR// 4 years of equivalent experience.
Demonstrated proficiency in at least one of the following tools: Power Query, Power Pivot, Power BI, Python, SQL, VBA, Databricks, UiPath, or SAS.
Experience building automated financial reporting solutions or data pipelines in a government or enterprise environment.
Minimum of 2 years of related accounting, budget, or financial management experience.
Ability to pass a federal background investigation including fingerprinting.
Must be able to pass a Tier 1 federal investigation.
Advanced Microsoft Excel skills.
Demonstrated proficiency in using all Microsoft Office applications.
Outstanding communication skills, influencing abilities, and client focus.
Professional proficiency in English is required.
Must be a U.S. Citizen.

Preferred Qualifications
Current, active Public Trust.
Experience in one or more of the following areas: PPBE cycle; budget formulation, execution and/or financial management, particularly in a DoW organization, especially the U.S. Navy.
Experience with Navy ERP configuration or data management in FA, FM, or PS modules. Proven track record building automated financial reports or dashboards delivered to government clients (e.g., Power BI, Tableau, or similar).
Experience writing SQL queries or Python scripts for financial data extraction, transformation, or analysis.
