About the Role The Colorado Department of Revenue (CDOR) is seeking a Business Analyst III to join the Innovation, Strategy, and Delivery (ISD) Division within the Application Management Team. This role serves as a critical interface between DOR business units, vendor‑based development teams, and developers from the Office of Information Technology (OIT) to design, implement, and support platforms and solutions that meet stakeholder needs.
Responsibilities
Elicit and gather requirements through discussions, brainstorming, and prototyping.
Translate user and business requirements into technical specifications for developers.
Continuously evaluate and communicate scope to maintain system processes and limit scope creep.
Utilize Agile Software Development processes for requirement gathering, application development, and iterations.
Identify stakeholders, develop project plans, and monitor deliverables to ensure timely completion.
Develop and support quality assurance plans, test plans, and test cases based on user and functional requirement specifications.
Execute detailed unit, user acceptance, and regression test plans and cases.
Document and classify defects, distinguishing technical issues from training needs.
Act as a liaison among business partners, managers, executives, and vendors to promote transparency and support systems.
Produce status reports, timelines, and graphics to communicate progress to leadership and stakeholders.
Minimum Qualifications
Six (6) years of progressive professional experience in business analysis, or related experience, including at least
One year working with the Colorado DRIVES application in a state or county position, technical support role, or trainer role.
Or a bachelor’s degree in business administration, public administration, computer science, information systems, or a closely related field, plus two (2) years of progressive experience in business analysis and at least one year with the Colorado DRIVES application in one of the roles above.
Additional appropriate experience may substitute the degree requirement on a year‑for‑year basis.
Preferred Qualifications
Additional years of Colorado DRIVES application usage, technical support, or training support experience.
State of Colorado or Colorado County experience, preferably in Motor Vehicle/Driver Services.
Experience with software development requirements elicitation, Agile user story development, feature and scope negotiations, stakeholder meetings, enterprise application testing, training, bug tracking, and documentation of As‑Is and To‑Be processes.
Knowledge of Colorado statutes, rules, and laws impacting software development requirements.
Certification in Agile, Scrum, or Business Analysis.
Residency Requirement This position is open only to residents of the State of Colorado at the time of application.
