Key Responsibilities
Conduct comprehensive program analysis and evaluation to assess the effectiveness, quality, and outcomes of current and future VHA programs.
Perform systematic program reviews, applying structured methodologies to identify gaps, inefficiencies, and opportunities for improvement.
Develop and implement performance measures and metrics to evaluate program success, outcomes, and continuous improvement initiatives.
Support VHA in executing program operations, ensuring alignment with established goals, timelines, and performance expectations.
Provide analytical input to enhance the organization, management, and performance of programs and projects, driving increased productivity and effectiveness.
Assist in the identification and allocation of program resources, ensuring optimal utilization across initiatives.
Develop, draft, and maintain program reports, briefings, and analytical deliverables for stakeholders and leadership.
Collaborate with cross-functional teams to support data-driven decision-making and program improvements.
Contribute to the evaluation and refinement of program management processes, governance, and reporting frameworks.
Minimum Qualifications
Education: Bachelor’s Degree (BA/BS) from an accredited institution.
Experience:
Minimum 8 years of relevant experience supporting program analysis, evaluation, and improvement efforts.
Demonstrated experience within a large-scale integrated health care system.
Proven ability to assess program performance, outcomes, and operational effectiveness.
Desired Qualifications
Experience supporting the Department of Veterans Affairs (VA) or Veterans Health Administration (VHA).
Experience with programs focused on Veterans’ healthcare and outreach initiatives.
Familiarity with healthcare performance metrics, program evaluation methodologies, and federal reporting requirements.
Experience supporting program operations and resource planning in complex healthcare environments.

Additional Information
Security Requirements: Ability to obtain and maintain a public trust clearance (i.e. must be US Citizen or Permanent Resident who has resided in the US for the past three years consecutively).
Must be willing to operate in a hybrid environment, including work in person at a client site in the DC Metro area and at the Rios Partners office in Arlington, VA as needed (final schedule determined by team and project).
Benefits Information
Profit-sharing/Performance Bonus: Rios Partners is committed to ensuring the success of the organization benefits the entire team. A portion of profits is paid out to employees, with the total amount varying year to year based on market conditions, company performance, and individual performance.
Retirement plan: Rios Partners offers a 401(k) and contributes an amount equivalent to 3% of the employee’s base salary each month to the designated fund. Employees may choose to contribute additional money into the 401(k) from their paycheck each month.
Health insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for a variety of plan options through United Healthcare.
Vision insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for vision insurance plan through VSP.
Dental insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for dental insurance plan through Guardian.
Disability insurance: Rios Partners will pay 100% of the premium for both short-term and long-term disability insurance provided through Guardian.
Paid Time Off (PTO) and holidays: You will be eligible for three weeks of PTO (15 days) and 12 paid holidays each year. Additional accrued PTO is provided for both expected and unexpected events (e.g., Bereavement Leave, Jury Duty, Voting).
Maternity, Paternity, and Adoption Leave: Rios Partners provides employees twelve (12) weeks of paid leave in association with the birth of an employee’s own child or the placement of a child with the employee in connection with adoption or foster care. Eligibility requires a minimum of 12 continuous months of full-time employment, good standing, and a minimum of 30 days’ advance notice where possible. All employees are also eligible for the Department of Labor’s Family and Medical Leave Act entitlements and Rios Partners Short Term Disability plan.
Employee Assistance Program: Rios Partners offers five EAP sessions to address personal issues such as relationship struggles, substance abuse, parenting challenges, and grief. Additional resources may be provided through ComPsych.
