Position Overview
Torch.AI is building a government‑owned reasoning infrastructure to enable machine reasoning at scale. The Reasoning Layer is a modular architecture that connects, governs, transforms, and fuses data for mission applications. This role focuses on database administration, data architecture, and security compliance for the Defense Information Systems Agency’s Telecommunications Inventory and Billing Information (TIBI) program. Key Responsibilities
Database Administration (Oracle & SQL Server) • Administer and maintain Oracle and Microsoft SQL Server environments across development, test, and production. • Monitor database health, availability, and performance; perform tuning, indexing, and query optimization. • Troubleshoot issues, conduct root‑cause analysis, and support backup, recovery, patching, and maintenance activities. Data Architecture & Design • Maintain and evolve logical and physical data models for transactional and reporting workflows. • Collaborate with application teams to design scalable, normalized, and secure schemas. • Define database standards, naming conventions, and governance documentation. • Support ETL processes, data integration workflows, and reporting requirements. Security & Compliance • Ensure alignment with DoD and federal requirements: RMF/NIST 800‑53, Oracle and SQL Server STIG, audit logging, and access control. • Support ATO activities, security documentation, and audit readiness. • Implement encryption, role‑based access controls, and least‑privilege principles. • Partner with cybersecurity teams and ISSM/ISSO personnel to maintain secure baselines. Operations & Collaboration • Work closely with developers, system administrators, cyber staff, and program leadership. • Support change management, release planning, and incident response workflows. • Create and maintain SOPs, runbooks, and operational documentation. TIBI Modernization Support • Identify opportunities to modernize legacy database architecture and integration workflows. • Evaluate performance bottlenecks, data quality gaps, and scalability constraints. • Collaborate with engineers to integrate modern data ingestion and orchestration capabilities. • Support database changes for modernization, including schema migrations and data flow optimizations. Core Skills & Qualifications
Active Secret clearance (minimum) and eligibility to obtain higher levels if required. Active CompTIA Security+ certification. B.S. in Computer Science, Information Systems, or related field (or equivalent experience). 5+ years supporting Oracle and/or SQL Server database environments. Hands‑on experience with Oracle and SQL Server performance tuning. Strong SQL expertise, including complex query writing and optimization. Experience with PL/SQL and/or T‑SQL development. Knowledge of data modeling tools and architecture best practices. Familiarity with compliance‑driven federal IT environments. Additional Valuable Experience
Experience supporting DoD or federal civilian agency contracts. Familiarity with RMF, NIST, and STIG implementation. Experience with ATO package development and security assessments. Experience with cloud database services (AWS RDS, Azure SQL, Oracle Cloud). Knowledge of data warehousing, reporting platforms, or analytics‑oriented schema design. Oracle or Microsoft SQL Server certifications. Benefits
