Distinguishing Features of Work The Network Engineer is responsible for planning, designing, implementing, and maintaining network and system infrastructure supporting airport data communications networks and computer systems. This role plans, analyzes, and provides technical support for data communications networks and related computer systems to ensure reliable operation and performance. Responsibilities include managing and maintaining network infrastructure such as switches, routers, firewalls, and related equipment; resolving technical issues; performing system backups; developing disaster recovery procedures; maintaining the security of network and system environments; and managing and maintaining the airport’s telephony systems, including analog, digital, and Voice over IP (VoIP) technologies. The position collaborates with vendors and other stakeholders to support infrastructure needs and provides technical guidance and training to users. The role functions as part of a team environment and includes cross‑training, with the expectation of assisting other team members with related duties as needed. The role requires strong technical knowledge, problem‑solving ability, and effective communication to support the reliable operation of airport network infrastructure. Examples of Work Performed Document troubleshooting procedures, workflows, and system specifications. Plan, design, install, configure, and maintain networked information systems and servers on an as needed basis. Coordinate and perform system maintenance, including software, OS upgrades, and patches. Implement and manage network configurations and ensure security compliance. Monitor system configurations, maintain data files, and run/automate reports. Test and evaluate network and system performance, troubleshoot issues, and implement improvements. Handles technical issues and major incidents through hands‑on troubleshooting. Develop and maintain reliable backup and recovery procedures for networks and systems assigned. Assist in system capacity planning. Manage and maintain telephony infrastructure, assisted by team members. Manage vendor and consultant relationships to support infrastructure needs. Ensure adherence to project deadlines and maintain effective communication with stakeholders. Provide technical support, training, and quality control through testing and error correction. Recommend upgrades, new applications, and equipment. Relies on limited knowledge and professional discretion to achieve goals. Works under general supervision though some ingenuity and flexibility is required. Should be familiar with scripting languages such as Ruby and Python. Requirements of Work Thorough knowledge of LAN/WAN data and voice transmission methods and means. Considerable knowledge of large‑scale network hardware, software, LAN/WAN technologies, virtualization, wireless data communications, cybersecurity, and telephony. Ability to gather proper data for analysis for problem resolution. Ability to analyze documents, files and reports related to workflow. Ability to quickly and effectively communicate with vendors and non‑technical staff. Ability to identify and incorporate technology that provides value towards attaining organizational goals. Thorough knowledge of project management to plan, evaluate and implement projects across departmental lines. Ability to develop return on investment calculations for technology investments. Ability to effectively plan, organize and supervise the work of others. Ability to provide lower‑level staff or subordinates with effective training and growth opportunities. Ability to communicate clearly and effectively, both orally and in writing. May require ability to acquire and maintain a valid Kansas driver’s license. An employee shall not pose a direct threat to the health or safety of other individuals in the workplace. Required Experience and Training Bachelor’s degree from an accredited college or university. Three years of experience in network engineering. A valid driver’s license. Preferred Experience and Training Bachelor’s degree in computer network engineering, computer science, or Information Technology. Six (6) years in network engineering. Certifications such as Cisco Certified Network Associate (CCNA), CompTIA Network+, and CompTIA Security+. Three (3) years with Cisco platforms (Catalyst Center, formerly DNA, Cyber Vision). Three (3) years managing Cisco and Palo Alto firewalls. Two (2) years supporting Darktrace products. Two (2) years supporting telephony systems. Two (2) years supporting industrial automation systems. Work Schedule Monday to Friday, 8:00 am–5:00 pm. Bargaining Unit Employee Council. Salary Anticipated starting salary: $61,184.00 – $84,984.00 (based on experience and qualifications). Full-time Employee Benefits Vacation: most employees with less than five years employment earn 10 days of vacation per year. After five years, accrual rates increase at varying rates to varying maximums, depending on work schedule and/or union representation. Employees can accumulate and carry forward up to 240 hours each year. Holidays: eleven paid holidays plus one Personal Holiday after the first six months of employment. Sick leave: accrual begins at one‑half day per month; after five years, accrual is one work day per month. Unused sick leave can be carried forward each year. Employees who use 24 hours (3 days) or less of sick leave in a calendar year earn a “Well Day.” An additional “Well Day” can be earned following a year of perfect attendance. Health insurance: UMR / United Healthcare provides two levels of medical and prescription drug plans. Both plans are PPOs; they do not require selecting a physician or referrals for specialty care. Both include Teladoc virtual care, Dario health‑living programs, and VSP Vision benefits. The City contributes 80 % of the premium cost toward medical, prescription drug and vision insurance. Dental insurance: Two Delta Dental plans are offered – Preferred and Traditional. Benefits are the same overall; Pre‑tax premium deductions are offered. Life insurance: Low‑cost voluntary term life insurance is available. Basic life coverage is two times annual pay up to a maximum amount. Dependent coverage at $20,000 spouse / $10,000 child(ren) for an additional $0.14 per pay period. Accidental death and dismemberment coverage is included. The plan is through MetLife. Supplemental life: Additional voluntary employee‑paid term life insurance is available from MetLife at low group rates. Participation in Basic Life is required. The life insurance plans are portable. Long‑term disability insurance: The voluntary employee‑paid group disability plan from MetLife provides 60 % of pre‑disability income for injury or health‑related disabilities. Premiums are determined by income and age. Voluntary accidental death & dismemberment: Voluntary employee‑paid AD&D from MetLife offers coverage for accidental death and dismemberment. Retirement: The City offers two retirement plans – Wichita Employees (WER) Plan 3, and Commissioned Police & Fire Plan C‑79. The WER plan is a defined contribution plan; the Police & Fire plan is a defined benefit plan. Both are contributory – employees and the City share the cost. Flexible spending accounts: Employees may elect to make pre‑tax deductions for dependent care and/or unreimbursed medical expenses. Long‑term care insurance: Offered by UNUM, covering facility and home care for employees, spouses, and some other family members. Additional benefits: Deferred Compensation Investment Program; Employee Discounts; Wichita Employee Association; Bereavement Pay; Employee Emergency Assistance Fund; Voluntary Shared Leave Program; Training Programs; Longevity Pay; Credit Union; Employee Assistance Program; Injury Leave; Community Volunteer Events.
