Chief Performance Analyst

Under direction, supervises and coordinates the work of professional staff responsible for reviewing programs and operations in city departments and making recommendations to improve their effectiveness; and performs related duties as required.

Essential duties include:

  • Leading internal audits and reviews to monitor and assess reform compliance, including those related to the consent decree and the Chicago Police Department (CPD) strategic plan (e.g., use of force, training, community policing, etc.)
  • Conducting and overseeing research and analysis of departmental operations in support of assignments including internal audits, reviews of reform efforts, and other strategic efforts to assess compliance levels
  • Planning, assigning, and monitoring the work of professional staff engaged in the conduct of performance audits and the process of developing recommendations on the efficient and economical acquisition, protection, and utilization of city resources
  • Developing and maintaining audit plans that identify all actions, resources, and deliverables required to complete reviews of compliance with consent decree requirements, CPD strategic plan, and other reform initiatives within desired timelines
  • Conducting and documenting audit work including interviews and both qualitative and quantitative data analyses before drafting findings and potential recommendations for team leadership
  • Facilitating interviews to obtain information concerning internal processes and work practices
  • Collecting and evaluating narrative and statistical data in order to summarize the condition of the Department's activities relative to policies, procedures, and other criteria
  • Drafting performance audit reports documenting the causes of inefficiencies, uneconomical practices, and potential recommendations before submitting for supervisory review
  • Reviewing performance audit reports for quality and content, ensuring that the causes of inefficiencies and uneconomical practices are detailed and departmental operations are in compliance with city rules and policies
  • Communicating details of status and maintenance of reform and strategy implementation to team leadership and preparing project status, recommendations, and ad hoc reports
  • Developing work standards and conducting performance evaluations of subordinate personnel
  • Training and facilitating training for staff to ensure performance audits are conducted in compliance with Generally Accepted Government Auditing Standards
  • Collaborating with department management in developing annual performance audit plan

Location: Chicago Police Department Office of the Superintendent Public Safety Building 3510 S. Michigan Ave., Chicago, IL 60653 Days: Monday - Friday Hours: 8:00AM 4:00PM This position is exempt from career service.

Minimum qualifications:

  • Graduation from an accredited college or university with a Bachelor's degree, plus five (5) years of work experience in program auditing or operations analysis, OR
  • Graduation from an accredited college or university with a Master's degree or higher, plus four (4) years of work experience in program auditing or operations analysis

Note: Candidates must pass a background investigation, drug screen, and other pre-employment procedures as determined by the Chicago Police Department. Preference will be given to candidates possessing the following desired skills:

  • Previous experience working in a law enforcement or other public sector agency
  • Previous experience conducting performance audits and/or reviews
  • Previous experience interpreting and analyzing data
  • Proficiency with Microsoft Excel
  • Proficiency with statistical software (e.g. SQL, STATA, SPSS, etc.)
  • Previous experience working in accordance with generally accepted accounting and/or auditing principals
