Overview Highlight is seeking a Business Analyst/Scrum Master to join our new team supporting a federal customer. This person will contribute to the successful development and delivery of a .NET web application with a specific focus on Intelligent Transportation. This role will leverage Agile principles, serving as a bridge between the development team and stakeholders to translate user needs and functional requirements into actionable development tasks.
Responsibilities
Facilitating and leading Agile ceremonies; promote and uphold Agile principles and practices
Remove impediments and obstacles from the project
Elicit, document, and validate user stories, requirements, and use cases to understand the needs of ITS JPO stakeholders
Translate business and user needs into actionable tasks for the development team, ensuring a clear understanding of project goals
Collaborate closely with product owners, subject matter experts, and developers to ensure effective and efficient development processes
Qualifications
Bachelors degree in Computer Science or Business Management
Certified ScrumMaster (CSM) or equivalent Agile certification with at least 3-year experience in application
Expertise in Scrum methodologies, business analysis, and a deep understanding of Intelligent Transportation systems
Proven experience as a Scrum Master and Business Analyst in .NET web application development projects
Proven experience with federal agency EPMO practices.
Exceptional communication, facilitation, and interpersonal skills; Strong problem-solving and analytical abilities
Proficiency in business analysis tools and techniques
Ability to adapt to a dynamic and fast‑paced work environment.
Ability to obtain/maintain public trust.
