ESSENTIAL JOB FUNCTIONS
Assist with the development, implementation, and maintenance of safety protocols and procedures in accordance with local, state, and federal regulations.
Conduct regular safety inspections and audits of parks, playgrounds, recreational areas, and facilities to identify areas for improvement.
Assist with the investigation of accidents, injuries, and property damage, and document findings.
Respond to safety incidents and emergencies, performing risk assessments and recommending corrective actions.
Identify potential hazards and assess risks associated with recreational activities and facilities and develop strategies to eliminate or mitigate identified risks.
Serve as the lead safety trainer by planning, coordinating, scheduling, and facilitating safety and compliance training for employees and volunteers.
Prepare training materials, coordinate rosters, facilities, and equipment;
Maintain accurate training records, attendance logs, certifications, and refresher due dates; track completion and compliance; and provide regular status reports and recommendations to leadership. Assist with the preparation and maintenance of the Emergency Preparedness and Evacuation programs for all Richland County Recreation facilities.
Assist with administrative tasks, including supply orders and purchase orders.
Serve as a member of the RCRC Safety Committee. Perform other duties as necessary. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Associate's degree in occupational health & safety or related field. Three (3) years of related work experience, preferably in a government setting. Or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities for this position. KNOWLEDGE, SKILLS, AND ABILITIES
Strong knowledge of workplace safety practices, OSHA standards, and safety regulations.
Familiarity with national playground safety guidelines and ASTM standards. Proficient in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Access)
Effective verbal and written communication skills. Ability to identify and mitigate hazards and conduct root cause analysis. Skilled in customer service and working collaboratively across departments.
Ability to organize, prioritize, and manage multiple tasks. CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS
Must possess and maintain a valid driver's license with an acceptable 10-year driving record, in accordance with agency policy (required for travel between facilities and training sites). Must possess and maintain current First Aid/CPR/AED certification through an approved provider. First Aid/CPR/AED Instructor certification is required or must be obtained within six (6) months of employment and maintained thereafter (to support agency-wide training delivery). Additional safety and training certifications are preferred (e.g., OSHA 10/30; OSHA Authorized Trainer status, if applicable; incident investigation; hazard communication; emergency management/ICS; or other relevant safety credentials).
PHYSICAL DEMANDS The work is medium work and requires exerting up to 50 pounds of force occasionally, up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects; work may also require balancing, climbing, crawling, crouching, feeling, manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, distinguishing among sounds, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity for data/observations/equipment/inspections, and walking. WORK ENVIRONMENT
Work is typically performed in a safe and secure work environment that may periodically have unpredicted requirements or demands. Requires working a flexible schedule and working on-call 24/7 as scheduled for emergencies.
