Position Overview DTMB Agency Services seeks a Business Analyst 5 to deliver high‑quality customer service for project and work‑request initiatives within the Environment, Great Lakes and Energy (EGLE) Agency. The role serves as a liaison between DTMB and project stakeholders, facilitating requirements elicitation, process modeling, and strategic planning to support ongoing enhancements.
Key Responsibilities
Act as primary liaison between DTMB and EGLE project stakeholders, facilitating communication and alignment.
Lead facilitation and elicitation sessions, applying gap‑fit analysis and program performance analytics to develop strategy and requirements.
Model business processes and conduct process reengineering to align solutions with overall business strategies.
Document functional and technical specifications, including reporting and data warehouse requirements, and assist in deployment of end‑user reporting tools.
Develop RFPs and support the creation of statements of work and other contractual agreements.
Participate in regular standing meetings with initiatives and the BA team, providing input to achieve meeting objectives.
Contribute to the operational activities of the Agency Services Business Analyst team and support related work requests for EGLE.
Qualifications & Requirements
Minimum of 16 years of general Business Analyst experience.
Minimum of 7 years conducting business process review, requirements elicitation, and documentation including process modeling.
Minimum of 5 years developing and/or managing user stories on Agile development projects.
Minimum of 2 years working directly with senior management to facilitate strategy discussions, road‑map development, and consensus building.
Minimum of 2 years supporting the development of or compliance to statements of work and other contractual work agreements.
Minimum of 2 years working on projects implementing IT solutions for public use.
Minimum of 1 year experience with programs governed by state and/or federal regulations.
Strong facilitation skill set and experience with facilitation for requirements elicitation.
Experience with gap‑fit analysis and program performance analytics.
Work Location & Schedule Position based in Michigan. Hybrid work option requires two on‑site days per week (Wednesday and Thursday) and three remote days. Applicants must reside in Michigan or be willing to relocate.
Additional Requirements Demonstrated self‑direction, strong organization, ability to build relationships, rapid onboarding on new assignments, flexibility, and adaptability to changing needs.
