Summary
King County is launching an ambitious effort to make government more transparent, accountable, and effective through the King County Delivers plan. To support this work, we are seeking a results-driven Senior Business Analyst .
The Senior Business Analyst will support the creation of metrics, program and business reviews in alignment with Executive Zahilay's Executive Order to strengthen governance and fiscal oversight.
This position will be deployed to the King County Sheriff's Office to support the development of their performance program. The assignment is expected to be approximately 18 months. At the conclusion of the assignment the candidate may have the option to apply for a permanent role within the King County Sheriff's Office or return to the Executive Office to support other enterprise level performance projects.
Job Duties
Reports to King County Sheriff's Office leadership to define research scope, understand existing data systems, and identify data gaps, automation needs, and reporting requirements.
Develop meaningful performance metrics that provide actionable operational and strategic insights for department and division leaders. Build, implement, and maintain business intelligence dashboards and reporting systems (e.g., Power BI), including data cleaning, data architecture, and data visualization. Lead regular business intelligence and performance review meetings to support data informed decision making.
Monitor and track key indicators, analyze trends, and make recommendations aligned with organizational goals. Continuously improve the system as staff and leaders mature in their use of management data.
Lead cross-functional teams to analyze business needs and implement process improvements to streamline operations, support compliance with policies and regulations, and serve the public. Support operational, financial, and policy analysis using internal and partner data to inform decision making and advance equity and service delivery goals. Values (ACTIVATE) Accountable

We are looking for a collaborative, analytical leader who can translate complex data into clear insights, strengthen performance management practices and support effective, equitable service delivery. This position will be physically embedded in the King County Sheriff's Office; thus the candidate must follow all legal and confidentiality requirements and successfully pass a background investigation. The ideal candidate will have: A bachelor's degree in business, public administration, or a related field, and at least five years of experience in business process analysis and improvement, including two or more years in facilitation or leadership (or an equivalent combination of education and experience).
Advanced knowledge of business systems analysis, design, and development, including the ability to work with complex data structures, statistical methods, and variance analysis to identify trends, benchmarks, and anomalies.
Significant experience building and maintaining data dashboards and business tools preferably using tools such as Power BI or Oracle Smart View.
Strong skills in data analysis, performance measurement, and process improvement, with a track record of partnering with business to deliver measurable operational improvements.
Exceptional communication skills including the ability to synthesize and communicate complex information clearly, both in writing and verbally, to a wide range of stakeholders, from staff to community partners; must be able to prepare original written and verbal communication without the use of AI tools.
Experience navigating large, complex organizations, some public sector experience or familiarity with political environments is preferred.
Demonstrated ability to work across teams, manage competing priorities, and translate stakeholder needs into actionable insights that support policy, operations, and equity goals.

WORK SCHEDULE: This team currently works in a hybrid model that includes three to four days in the office with remaining work remotely. The ratio of remote to onsite work is dependent on business needs and is subject to change. Typical schedule for this position is Monday through Friday, 8:00 am to 5:00 pm with some evening, night, and weekend work as necessary. This position is exempt from the provisions of the FLSA and is not eligible for overtime. The position's primary work location will be at the King County Courthouse, 516 - 3rd Ave. Seattle. County employees must reside in Washington and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
