The Wisconsin Department of Public Instruction is seeking an Application Architect III who will serve as a member of the Application Development Team under the Division of Libraries and Technology. Application Architect leads system architecture, best development practices, and maintenance of systems that capture, interrelate and report data for the Wisconsin Department of Public Instruction (DPI). The Applications Development Team is responsible for enterprise architecture, development, system testing, analysis, and maintenance of systems that capture, interrelate and report data. This includes but is not limited to applications that focus on finance, budget, and data collection and reporting applications. These systems require extensive knowledge and experience developing complex applications, reports and relational databases. This person will be a member of a team practicing the Agile/Scrum development methodology. Responsibilities include researching, analyzing, designing, proposing, developing, and delivering secure solutions that are appropriate for the business and technology strategies. Must have significant business knowledge and have one or more areas of technical expertise in which they concentrate. Interfaces across several business areas, acting as visionary to proactively assist in defining the direction for future projects. Responsible for conception of solutions, building consensus and the selling and execution of such solutions. Application architects help evaluate the internal technical needs of an organization and recommend solutions. Define the system architecture. Assess available technologies to create design and development specifications. Career-level position within the field. Requires experience and proficiency in discipline. Conducts complex work important to the organization. Works with minimal supervision with wide latitude for independent judgment. Require ten or more years’ experience in multiple IT areas and 2 to 3 years of relevant enterprise-wide architecture experience in one or more specialty areas. Experience working with .NET (both Framework and Core, MVC, C#), Web APIs, DevOps, and cloud computing Bachelor’s or master’s degree in Computer Science, Information Systems, or other related field or equivalent professional experience. Strong written and verbal communication skills Ability to work in a team environment as well as independently Possess a fundamental understanding of end-to-end customer experience integration and dependencies Strong knowledge of information security concepts and technologies Ability to perform client-side scripting using JavaScript or frameworks such as jQuery or Angular Ability to work on complex relational database systems Ability to perform database development and design using SQL Server Ability to perform systems analysis and design Knowledge of Agile/Scrum development methodologies and practices Minimum 5 -10 years’ experience using Agile/Scrum Development Methodology Experience working with education software systems at the school, district, or state levels.
