About the Role
We are looking for a highly organized, proactive, and technically fluent *Technical Project Manager* to help manage and improve the performance of our fast-growing development organization.
Our company is building a large-scale technology platform with advanced AI functionality, complex data workflows, and a growing number of product lines. The opportunity is significant, but with a large development team broken into multiple subteams, we need someone who wakes up every day focused on bringing structure, accountability, and visibility to the development process.
This person will be responsible for *reviewing Jira, analyzing team performance, identifying bottlenecks, improving workflows*, and making sure issues are addressed before they become larger problems. This is not a passive reporting role. We need someone who is comfortable digging into the details, calling team members directly, asking hard questions, and helping move work forward in a practical way.
The right candidate will be *part project manager, part operations analyst, part process improvement lead, and part accountability partner* for the development team.
Key ResponsibilitiesJira Management and Process Oversight
* Manage and monitor Jira across multiple development teams and subteams.
* Ensure tickets are properly written, assigned, prioritized, estimated, and updated.
* Identify stale tickets, unclear ownership, blocked work, overdue tasks, and poorly defined requirements.
* Review sprint boards, backlogs, epics, and workflows to ensure they accurately reflect the real status of development work.
* Create and maintain standards for Jira hygiene, ticket structure, sprint planning, and status updates.
* Make sure Jira is being used as a true operating system for the development team, not just a passive task list.
Development Team Analytics and Reporting
* Review engineering performance analytics on a daily basis.
* Track key metrics such as sprint completion, cycle time, lead time, ticket aging, reopened tickets, velocity trends, blocked work, and throughput by team.
* Identify bottlenecks across developers, QA, product, design, DevOps, and leadership review.
* Build recurring reports and dashboards that clearly show where the team is performing well and where improvement is needed.
* Turn analytics into practical recommendations, not just charts and reports.
* Use data to help leadership understand team capacity, delivery timelines, and execution risks.
Bottleneck Identification and Problem Solving
* Proactively identify problems before they escalate.
* Investigate why work is slowing down, who is blocked, what decisions are missing, and where handoffs are breaking.
* Contact team members directly to understand issues and help resolve them.
* Escalate problems appropriately when leadership decisions are needed.
* Work across subteams to remove confusion, duplication, and unnecessary delays.
* Follow up relentlessly until issues are resolved.
Sprint and Delivery Management
* Support sprint planning, backlog grooming, daily execution, and sprint reviews.
* Help ensure each sprint has clear priorities, realistic commitments, and well-defined deliverables.
* Monitor sprint progress throughout the week and flag risks early.
* Push teams toward completing committed work rather than allowing tickets to drift from sprint to sprint.
* Help create better coordination between product, engineering, QA, design, and operations.
Cross-Team Organization
* Create better visibility across multiple development subteams.
* Help standardize workflows where possible while respecting the needs of different technical teams.
* Ensure dependencies between teams are clearly documented and actively managed.
* Reduce confusion around priorities, ownership, timelines, and release expectations.
* Help leadership understand where resources are being used effectively and where adjustments may be needed.
Hands-On Operational Leadership
* Act as a practical problem solver, not just a meeting facilitator.
* Be comfortable jumping into details, reviewing ticket history, asking follow-up questions, and driving clarity.
* Hold team members accountable in a direct but professional way.
* Create a culture of visibility, urgency, and follow-through.
* Help the development organization become more disciplined without slowing down innovation.
Ideal Candidate:
The ideal candidate is someone who is *highly organized, analytical, direct, and comfortable operating in a fast-moving technology environment*.
You do not need to be a software engineer, but you *must be technically fluent enough to understand development workflows, dependencies, QA processes, releases, APIs, data pipelines, and AI-enabled product development at a practical level.*
You should be the type of person who sees a *messy Jira board and immediately wants to clean it up, find the bottlenecks, and get the team moving faster.*
Pay: $80,000.00 per year

Experience:
* Jira, Azure Dev Ops, SF, Tableau, and SQL environments: 3 years (Required)
* managing technical or healthcare-related projects: 4 years (Required)
* engineering delivery dashboards used by leadership: 3 years (Required)
* enforcing sprint commitments: 3 years (Required)
