IS Technical Development Manager
position is a hands‑on technical role that provides leadership to the software development group, technical expertise, and strategic technical vision for ONE’s information systems and platforms. Deliver content utilizing common software development frameworks. Serve as the architect for ONE systems, with oversight of technical specifications and designs, code development, testing, and implementations, utilizing best practices. Responsible for development work meeting project schedules, while ensuring overall application system integrity and proper communication to leadership and stakeholders.
This is a full-time REMOTE (work‑from‑home) position. Occasional travel to the ONE Headquarters in Pittsburgh, PA throughout the year will be required.
Responsibilities
Lead the software development team in defining and ensuring that all systems and applications are held to proper development, testing, and quality standards.
Delegate development tasks to developers and provide technical guidance.
Ensure that all systems are developed using established Software Development Processes.
Ensure appropriate security for applications and resources while working within the enterprise security model.
Oversee the technical development, implementation, and maintenance of quality and reliability testing for the technology‑related products and/or development processes, ensuring that products meet required specifications for quality, function, and reliability prior to delivery.
Lead the utilisation and administration of development methodologies to implement all phases of enterprise‑level web‑based software applications and database components.
Serve as a key business contact for the Information Services department.
Coordinate relationships and communications with ONE staff, technical vendors, and consultants for the area of focus.
Confirm requirements and change approvals from all stakeholders.
Orchestrate deployments and testing and manage focus area issues.
Lead and/or participate in multi-disciplinary teams.
Coordinate cross‑project and operational activities that have technical components.
Leadership: Manager
Facilitate departmental operations and/or organization‑wide functions in support of organizational priorities.
Demonstrate capacity to manage resistance to change and remove barriers to transformation and resources.
Coach direct reports, and team members to motivate a productive work environment.
Create a high‑performing team by building strong relationships, motivating others to action, and effectively leveraging the talent of the team.
Manage conflict resolutions by implementing appropriate corrective actions, improvement plans, and regular performance evaluations.
Demonstrate and support a culture of diversity, equity, and inclusion.
Required Skills
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Strong working knowledge of enterprise software and systems that would enable ONE to better serve internal and external customers.
Excellent organisational and time management skills, with the ability to manage multiple projects.
Strong written and oral presentation skills including presenting information and answering questions from managers, clients, customers, and the public.
Ability to write reports, business correspondence, and procedure manuals.
Ability to read, analyse, and interpret business periodicals, professional journals, technical procedures, or governmental regulations.
Education and Experience
Bachelor's degree in computer science, Software Engineering, or related degree (an equivalent combination of training and experience may be considered in lieu of degree requirements).
3‑5 years in a senior/lead development role.
3‑5 years of experience managing, supervising, or leading a software development team and projects.
3+ years working in Jira and Confluence or other PM platforms.
7‑10 years of experience designing and/or developing web applications and databases is preferred.
5–7 years of experience managing, supervising, or leading software development teams and projects is preferred.
Certifications and Licences
Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI‑ACP), and Microsoft Azure certifications are preferred.
Pay Range Oncology Nursing Enterprise (ONE) uses a market‑based approach to pay. Pay rates are established considering the following factors: federal, state, and local minimum wage requirements, job‑related skills, experience, qualifications, and market conditions. Our ranges may be modified periodically based on market analysis.
Anticipated Pay Range: $121,707 to $149,091 annually
