Lead Network Administrator GovCIO is on the lookout for a Lead Network Administrator to oversee secure network operations in support of the Naval Criminal Investigative Service Agency. This hybrid role requires a significant on-site presence in Quantico, VA, to guarantee mission-critical network availability, security compliance, and optimal performance. Responsibilities Ensure the seamless operation of computer systems, including operating systems, software, and hardware in various configurations. Maintain system integrity and perform upgrades to systems and servers as needed. Document new methods that support network and system operations, and implement changes to procedures effectively. Collaborate with support teams, customers, and other technical staff to resolve issues and conduct network/server operation and maintenance activities. Monitor system performance, manage system data for efficiency, and recommend server installation methods and procedures. Administer computer networks and all components, including hardware, systems software, applications software, and configurations. Plan and implement network/system security measures to protect valuable data and assets. Conduct regular assessments and analysis for both short- and long-range planning for in-house systems. Prepare or ensure appropriate documentation exists, including operational instructions. Create or modify scripts to resolve performance issues and automate administrative tasks. Provide recommendations for improving system and network configurations, identifying hardware and software needs. Client-Specific Responsibilities: Administer Exchange Server infrastructures on NIPRNet, SIPRNet, and JWICS networks, involving planning for upgrades, troubleshooting, and supporting compliance with DoD and DISA security standards. Develop and maintain thorough system documentation, including architecture diagrams and configuration baselines. Support RMF lifecycle activities by preparing and updating accreditation artifacts such as System Security Plans and STIG updates. Plan and optimize Microsoft Exchange Server environments for both on-premises and cloud deployments. Troubleshoot complex issues related to email delivery and server performance. Provide technical support to end users for email and collaboration tools. Show strong proficiency with Active Directory, DNS, Group Policy Objects (GPOs), and DHCP. Experience in managing Exchange Server, Active Directory, and Windows Server (2019/2022/2025). Deliver on-site Tier 3 technical support for Microsoft Exchange in both unclassified and classified settings. Demonstrate proven expertise in building and optimizing Exchange Server infrastructures for large enterprise deployments. Skilled in Microsoft Exchange Server administration and PowerShell scripting. Assist with Exchange migrations, upgrades, and patching under NCIS leadership. Contribute to the technical documentation for Exchange configurations and procedural standards. Experience in securing large-scale email and web security systems focusing on spam prevention, data-loss mitigation, and incident response. Participate in technical reviews and provide recommendations for design modifications and security posture improvements. Stay updated with emerging technologies and DoD cybersecurity mandates. Qualifications High School diploma with 10+ years of relevant experience. Required Skills and Experience: Clearance Required: Top Secret/SCI Current DoD 8570 IAT Level II certification (e.g., Security+ CE, CCNA Security, SSCP) Minimum 5 years of experience with Microsoft Exchange Server Preferred Skills and Experience: Bachelor's degree in computer science, information technology, engineering, or a related field is highly preferred. Experience with Department of Navy networks is highly preferred. Strong interpersonal, problem-solving, and time management skills.
