Our mission is to provide innovative, regulatory-driven, and reliable solutions to support sustainable water systems. As we expand our operations, compliance, and engineering portfolio nationwide, we are looking for a dynamic Business Development Specialist who will help lead our growth efforts.

Position Overview

The Business Development Specialist will be the driving force behind Exodus Water's expansion.

This role involves identifying, pursuing, and securing new contracts and clients in the water, wastewater, and environmental services sectors. You will manage the full business development cycle, from researching opportunities and writing proposals to building relationships and closing deals.

This position begins as a contract role with the potential for full-time employment based on performance. You will work closely with company leadership and technical staff to help grow Exodus into a recognized nationwide water services provider.

Key Responsibilities

Opportunity Research & Lead Generation

  • Search for, respond to, and track RFPs, RFQs, and open bid opportunities across public agency platforms (PlanetBids, Public Purchase, QuestCDN, eBidboard, , etc.).
  • Conduct daily research to identify new clients, consulting partners, and contracting opportunities.
  • Create and maintain a comprehensive opportunity tracker with submission deadlines, bid values, contacts, and status updates.
  • Analyze RFPs and determine which services align with Exodus Water's capabilities.
  • Prepare bid summaries and recommendations for leadership review.

Outreach & Relationship Building

  • Proactively reach out to cities, water districts, engineering firms, and utility clients via email, phone, and LinkedIn to introduce Exodus Water Services.
  • Schedule and coordinate introductory meetings, presentations, and pre-proposal discussions.
  • Maintain relationships with agency representatives and potential teaming partners.
  • Represent Exodus at virtual or in-person industry meetings and networking events (e.g., AWWA, CWEA, ACWA).

Proposal & Marketing Development

  • Prepare complete proposal packages including cover letters, qualifications, project experience, resumes, forms, and pricing sections.
  • Work with technical and operations staff to develop scopes of work and accurate pricing.
  • Develop and maintain standard templates for proposals, capability statements, and marketing materials.
  • Ensure all proposals are compliant, polished, and submitted before deadlines.
  • Maintain organized records of all submitted bids and supporting materials.

Contract & Follow-Up

  • Manage post-submission communications, including addenda, clarifications, and status inquiries.
  • Support contract negotiation and onboarding for new clients.
  • Prepare and track vendor registration forms, certifications, insurance documents, and other requirements.
  • Maintain follow-up schedule to ensure timely responses and relationship continuity.

Reporting & Strategy

  • Provide weekly and monthly reports summarizing new opportunities, submitted proposals, wins/losses, and active leads.
  • Collaborate with leadership to set quarterly business development goals and target markets.
  • Identify potential service gaps or new revenue opportunities in the water and environmental sectors.
  • Recommend improvements to proposal processes and outreach strategies.

Qualifications

  • 5+ years of experience in business development, sales coordination, or proposal management, ideally within engineering, water, or environmental consulting.
  • Strong understanding of public procurement and RFP/RFQ processes.
  • Excellent writing and communication skills, able to draft professional proposals and correspondence.
  • Detail-oriented, organized, and able to manage multiple deadlines.
  • Proficient with Microsoft 365 (Word, Excel, Teams, SharePoint) and basic CRM or tracking tools.
  • Comfortable conducting client outreach and follow-ups independently.
  • Ability to work remotely with minimal supervision while meeting deadlines.
  • Experience using platforms like PlanetBids, Public Purchase, BidNet, or is a plus.
  • Bachelor's degree in business, marketing, environmental science, or a related field preferred .
