Overview
Multnomah County is Oregon's largest county by population. The Information Technology (IT) division, based in the Department of County Assets (DCA), has 189 professionals serving a community of 800,000 people and a County staff of 6,500+. We are seeking an innovative leader to join our team as the IT Senior Applications and Data Services Manager. The role can have up to 5 direct reports and an overall staff of 80. The team manages a portfolio of 200+ custom applications, enterprise systems, internal and external websites, and data integrations, and operates our data, analytics, and DevOps platforms. Key in-flight projects include implementing a cloud-based Data and Analytics platform and transforming external websites to be more accessible and human-centered. Both projects involve engagements at all levels of the organization and with external stakeholders. Our ideal candidate has significant IT leadership experience, solid product experience, demonstrated leadership in AI and AI development, and the ability to build strong collaborative relationships. The role requires delivering complex IT services and projects, working effectively in a dynamic environment, and using data-driven decision making. You will influence and communicate with stakeholders at all levels and value diversity and equity, supporting a workplace focused on safety, trust and belonging. A priority in the first months is stabilizing and growing the team, creating continuity, and formalizing internal capabilities to deliver critical projects. Senior Leadership and Management: Provide strategic leadership, coaching and professional development for a large, multidisciplinary team of up to 5 direct reports and an overall staff of 80 plus contract staff. Serve on the DCA and IT Senior Leadership teams to collaboratively develop policies, priorities and strategies. Be customer-experience oriented and foster a culture of innovation, collaboration and continuous improvement. Develop and manage a $20 million budget. Strategic Planning: Develop and implement strategic plans, technical direction and resource allocation for software applications. Lead evaluation of new application-related technologies and participate in executive-level discussions on technology investments. Create technical roadmaps that advance the County's Digital Strategies and meet customer and community needs. Assist in shaping AI/ML strategy and the rollout of the County Data Strategy. Software Application Lifecycle Management: Manage end-to-end lifecycle of purchased software, in-house applications and data integrations, including status reporting, metrics and standards to ensure high-quality deliverables. Support an enterprise architecture aligned with business needs, roadmaps, and total cost of ownership. IT Application and Software Portfolio Management: Navigate the system to understand county services, build relationships with internal customers, establish application roadmaps, and deliver IT application services. Assess the technical and business fitness of the portfolio, manage costs and risks, negotiate vendor contracts, and collaborate with the CISO to ensure security and with the Enterprise Architect for standards alignment. Team Building and Workforce Continuity: Lead stabilization and development of a growing team, recruit and onboard, build internal capability, establish succession planning and cross-training, and foster a culture of stability and belonging to support retention during modernization. What Success Looks Like: In the first 12–18 months, deliver and enable operation of the cloud-based Data and Analytics platform; advance accessibility and user-centered design for external websites; stabilize the team with key vacancies filled and stronger internal capability; improve partnership, responsiveness and trust across departments; and establish clear roadmaps and standards for sustainable long-term success. Minimum Qualifications/Transferable Skills : Bachelor’s degree or equivalent related experience AND five years (5) of complex IT leadership experience, including direct management of large IT teams in a matrixed environment (equivalency: 9 years of qualifying training/experience). Four years of direct supervisory experience, including supervising other supervisors. Experience leading large teams (>30 indirect reports). Experience evaluating new technologies; defining application/software development lifecycle methodologies; CI/CD; standards, policies and procedures; best practices. Experience coaching and mentoring management staff. Experience leading strategic plan development and execution. Experience in contracting and vendor management, including contract negotiation. Experience implementing and building on-prem, cloud and SaaS solutions. Experience with Agile development and DevOps. Experience with AI/ML initiatives and development practices. Strong budget and resource management skills. This position requires passing a criminal records check for CJIS and fingerprinting upon offer. Must be willing to live within one hour of the Portland, Oregon home office. Preferred Qualifications : Additional experience in senior IT management, leading a diverse workforce, public sector work, evolving from project-centric to product/service-centric operating models, Human-Centered Design or Agile/Lean governance, Modern Service Management or ITIL 4, and portfolio-management improvements.
